CITY OF OAK PARK HEIGHTS TUESDAY, OCTOBER 14, 2014 CITY COUNCIL MEETING MINUTES
I. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 7:00 p.m. Present: Councilmembers Dougherty,
Liljegren, Swenson, and Runk. Staff present: City Administrator Johnson, City
Attorney Vierling, and Police Chief DeRosier. Absent: City Engineer Reifsteck
and City Planner Richards.
Councilmember Swenson, seconded by Councilmember Liljegren, moved to
approve the Agenda. Carried 5-0.
II.Council/Staff Reports:
A.Mayor McComber: She reported that the next Parks Commission meeting
was set for October 20 and they would review bids for Oak Park Crossing
Park planning. She also reported that the Bayport Fire Station Advisory
Committee meeting was set for October 15 and the ribbon cutting for the
St. Paul Eye Clinic was set for October 23 at 4:30 p.m.
B.Councilmember Dougherty: He reported that the Middle St. Croix
Watershed Management Organization meeting was cancelled, and the
CVB Bylaws approval was on the Council Agenda that evening.
C.Councilmember Liljegren: He reported that the Planning Commission
meeting was set for October 16 with a Public Hearing on the Fury Motors
CUP.
D.Councilmember Runk: No report
E.Councilmember Swenson: He reported that the Cable Commission’s next
meeting was set for October 16.
F.Staff: Deputy Clerk Pinski reported that there were 263 loads at the Fall
Clean-up on Saturday, October 4.
Deputy Clerk Pinski reported that Bo and Andrea Hicks of 5650 Newgate
Circle North were chosen as the recycling award winner.
III.Visitors/Public Comment:

G.Approve Stillwater and Oak Park Heights Convention and Visitor’s
Bureau Bylaws
H.Approve Premises Permit Application for Gambling by American Legion
Post 491 at Stillwater Bowl, 5862 Omaha Avenue North
I.Approve Redpath and Company Auditing Services for December 31, 2014
J.Approve 5th Payment to Hardrives, Inc. for 2014 Street Reconstruction
Councilmember Runk, seconded by Councilmember Liljegren, moved to approve
the Consent Agenda. Roll call vote taken. Carried 5-0.
V. Public Hearings:
A.Public Hearing – TIF Area 1-2: Mayor McComber opened the Public
Hearing. Bruce Kimmel from Ehlers, Inc. was present at the meeting and
provided an overview of the proposal. No public comments were made.
Councilmember Swenson, seconded by Councilmember Liljegren, moved
to close the Public Hearing. Carried 5-0.
VI.Old Business:
A.St. Croix River Crossing Project Update: City Administrator Johnson
reported that the City was still waiting for as-builts, construction
documents, and punch lists.
B.Street Reconstruction Project Update: City Administrator Johnson
reported that the bike paths and pavement in Area E would be complete
that week, and the top soil and seeding would be complete. He stated
mailboxes would be reinstalled October 17. He also reported that the
contractors would be completing the roadway and driveway grading in
Area B and the mailboxes would be reinstalled on October 17.
C.Party in the Park 2015: Councilmember Swenson, seconded by
Councilmember Liljegren, moved to set Party in the Park for National
Night Out from 4:30 p.m. – 6:30 p.m. at Brekke Park. Carried 5-0.
VII.New Business:
A.Schedule City Council Meeting to Canvass 2014 Election Results:
Councilmember Swenson, seconded by Councilmember Dougherty,

moved to set the City Council meetings in November for November 12
and November 25 at 7:00 p.m. and cancel November 18 meeting. Carried
5-0.
B. Bayport Fire Department Advisory Committee: Councilmember Runk,
seconded by Councilmember Dougherty, moved to appoint Mary
McComber to committee and Mike Liljegren as alternate. Carried 4-0-1,
Swenson abstained.
C. Consider the Issuance of a Request for Bids – Council Meeting Rooms:
Councilmember Runk, seconded by Councilmember Swenson, moved to
authorize the issuance of bid requests. Carried 5-0.
VIII. Other Council Items or Announcements
None
IX. Adjournment
Councilmember Swenson, seconded by Councilmember Dougherty, moved to
adjourn at 7:30 p.m. Carried 5-0.
