Enclosed you will find the following for your review to aid in the City making a final selection on a firm to develop the final Master Park Plan for the Oak Park Crossing Park.
1.A Copy of the Issued RFP.2.Submissions from four firms (Bolton and Menk; Stantec, TKDA, & WSB)
Unlike, traditional bids where price is the over-ridding factor in making a decision. RFP for professional services are not always so clear. In this instance the City has received four responses from four quality firms with each quite capable of producing the work necessary.
I have created a matrix for evaluating the responses and information. Based on this set of criteria and weighting I have Bolton and Menk as MY top selection. Generally, I felt they took the time to have the specific staff visit with me; visit the site and prepared a more thorough work plan compared to others. This being said, I would however believe that all parties would do a quality job for the City and the City would get out of the effort what it puts into it from the Commissions perspective. Accordingly, altering the weighting scale on the matrix would likely derive a different top candidate.
Each of you could similarly create your own scale / matrix (using the sheets attached) or evaluate these from an alternate perspective using the same ranking. Frankly, I don’t think the City could go wrong with any of these firms. From a pure cost perspective Stantec is the “low” bidder by a wide margin.

City of Oak Park Heights Request for Proposals – Oak Park Crossing Park – Final Master Plan
Summary: The City of Oak Park Heights is seeking the services of a planning, civil engineering or landscape architectural firm – (a consultant) that would develop a final Park Plan for implementation over a phased multi-year or multi-area scenario. The Consultant would be expected to perform the following with the specific deliverables: Project Requirements:
1.Examine the Concept Park Plan as created and adopted in March 2012. (That Concept Park Plan is attached as Exhibit A)
2.Develop a Final Park Plan, including summary report and graphics, based on now known conditions of parking lots,adjacent roadways, new playgrounds and other conditions that were not known at the time of the development of theConcept Plan. (Deliverable #1). Final graphics and reports must be suitable for public engagement and discussionpurposes as well as a clear final representation of the final plan.
3.The Park Plan would include the location and elevations (FFE) of a new Major Amenities: Warming House, new HockeyRink, Parking lot(s), Splash Pad, Gazebos, Trail connections, or other to be defined major amenities.
4.Develop a final vehicular, pedestrian access and parking plan and show new parking areas if needed. (Deliverable #2)
5.The Consultant would be required to work with the Park Commission to develop size and amenity needs for the WarmingHouse and Splash Pad;. (Deliverable #3)
6.The Consultant would be required to perform minor site surveying and provide mapping that would ensure elevationcontinuity among all phases or areas. (Deliverable #4) (surveying must be approved by a registered surveyor or engineer)
7.Develop a phasing plan for Major Amenities, including concept bidding schedules. (Deliverable #5)
8.The Consultant is not being asked to design structures or provide biddable documents.
9.Provide cost estimates for each phase and its Major Amenities (Deliverable #6)
The Consultant work must commence in October with final items delivered in December 2014 so that bidding on possible improvements can occur for construction in 2015.
The Consultant would be expected to hold meetings with the City Park Commission, possibly up to 6-10 total evening meetings; meet with Xcel Energy staff, MNDOT staff, City Staff and other involved parties including the general public to aid in the final development of the final plan and its deliverables.
To be considered for the Consultant for this Project, the Consultant is asked to provide the follow items to the City by October 3rd, 2014.
1.Provide the Detailed Information about your Firm and at least two examples where similar work was performed.Provide related supporting documentation.2.Provide the names and resumes for the primary agent or agents to be assigned to this Project.3.Provide three contact names and information from public entities that are familiar with your firms work and the ability tocomplete a project of this scale and scope.4.Provide Your Lump Sum Proposed Fee for the execution of the Project Requirements: $___________________.00 (1)
(1) This is a lump-sum fee and is inclusive of ALL items necessary to complete the Project Requirements. Payment will be made on a progressive, prorated basis.
