HomeMy WebLinkAbout1999-04-20 NAC Planning Report1\1 NORTHWEST ASSOCIAT=D INC CONSULTANTS cam MUN ITY PLANNING - DESIGN - MARKET RESEARCH MEMORANDUM TO: Tom Melena FROM: Scott Richards DATE: April 20, 1999 RE: FILE NO: Oak Park Heights - Stillwater Area High School - Ropes Course CUP 798.02 - 99.02 The Planning Commission, at their April 15, 1999 meeting voted unanimously to recommend approval of an amendment to the Stillwater Area High School Conditional Use Permit to allow an accessory ropes course. The public hearing was closed and no members of the audience spoke to the issue. The amendment was recommended with the following conditions that are also listed in the Planning Commission Findings of Fact as included in the City Council packet: 1. Access to the ropes course shall be maintained year-round for emergency vehicles. 2. The gate to the ropes course shall be closed and locked at all times when the facility is not in use. 3. Installation of any future lighting at the ropes course shall require approval of an amended CUP by the City Council. 4. Any changes to the ropes course including structures, fencing, access or security measures shall require approval of an amended CUP by the City Council, unless the City Council amends the CUP to exclude recreational structures from its application. 5775 WAYZATA BOULEVARD, SUITE 555 ST. LOUIS PARK, MINNESOTA 554 1 6 PHONE 61 2-595-9636 FAX 612-595-9837 E-MAIL NAC WINTERNET.COM 5 The hours of operation and identification of groups allowed use of the ropes course shall be established as occurring from 8:00 A.M. until 5:00 P.M. or dusk whichever occurs earlier, Monday through Friday with no use allowed on weekends or legal holidays. 6. The final landscaping plan to be implemented on the ropes course site shall be subject to the review and approval of the City Arborist. 7. School District personnel shall work with City Police and Fire officials in training for potential rescue activities for the ropes course. All further use of the ropes course shalt require written approvals from the Police and Fire Chiefs that adequate access, safety and rescue plans are in place for the ropes course. pc: Kris Danielson 2
