Application. Stillwater Area Hi School of Independent School District 834 has made
application for a revised Conditional Use Permit ( CUP) to construct a g reenhouse. In
October 1991 the Cit Council approved a CUP to allow construction of the Hi School
in the Open Space District. An amendment to the CUP is necessar bein that the
proposed confi of the g reenhouse has chan The proposed g reenhouse will
be constructed adjacent (i.e. attached) to the rear northeast corner of the existin Hi
School.

ISSUES ANALYSIS
Greenhouse Desi Horizontall the g reenhouse measures 30 feet parallel b 36 feet
perpendicular to the Hi School. This comprises a total of 1080 s feet. Verticall
the g reenhouse will have a 12 foot on center column and truss spacin with an 8 foot eave
hei The floorin will consist of 4 to 6 inches of 3/4 inch pea g ravel with 2 foot b 2 foot

Considerin the proposed location of the attached g reenhouse, the structure will be
screened b the Hi School on the north, south and west sides. And the environmental
area to the east provides an open space buffer from existin residential uses.
Setback, Landscapin Gradin and Draina Plans. The location and footprint of the
g reenhouse was included in the ori plans submitted with the Hi School CUP
application in October 1991. The buildin met all re setbacks and was reviewed for
landscapin g radin g and draina The chan in orientation of the g reenhouse does not
encroach into the previousl approved setbacks. An chan to the g radin g and
draina plans that were ori submitted in October 1991, should be reviewed with
approval b the Cit En Additionall an conflicts with existin landscapin and
sidewalk areas should be reviewed b the Plannin Commission and Cit Council.
Li A li plan was not submitted as a part of the application. The applicant
should make staff aware of an plans for li the facilit on a 24-hour basis.
Conditional Use. Conditional use criteria is provided in Section 401.03 of the Oak Park
Hei Zonin Ordinance. The Cit Council and Plannin Commission shall consider
possible adverse effects of the conditional use and should review the followin criteria and
conditions to determine if the CUP is justified:
Cit Council and Plannin Commission Considerations:
a. Relationship to the specific policies and provisions of the municipal comprehensive
plan.
b. The conformit with present and future land uses in the area.
C. The environmental issues and g eo g raphic area involved.
d. Whether the use will tend to or actuall depreciate the area in which it is proposed.
e. The impact on character of the surroundin area.
f. The demonstrated need for such use.

h. The impact upon existin public services and facilities includin parks, schools,
streets, and utilities, and the Cit service capacit

Conditions for Approval of public educational institutions:
a. Side y ards shall be double that re for the district, but no g reater than fift (50)
feet.
b. Ade screenin from abuttin residential uses and landscapin is provided in
compliance with Section 401.15E. of the Zonin Ordinance.
C. Ade off-street parkin and access is provided on the site of the principal use
i n co m p I i an c with Secti on 401.15. F of th e Zon i n 0 rd i nance and that such parki n g
is ade screened and landscapin from surroundin and abuttin residential
uses in compliance with Section 401.15.E. of the Zonin Ordinance.

satisfactoril met.
Commentar Based on the criteria and conditions for CUP approvals staff finds tllt
g reenhouse to be compatible.

Our office, after reviewin the re and the criteria and conditions for CUP approvals,
recommends approval of the re for an amended CUP to allow the construction of a
g reenhouse attached to the Stillwater Area Hi School. The recommendation is made
with the followin conditions.
1. Applicant shall make us aware of an future plans for li the facilit on a 24-
hour basis.
2. An chan to the g radin g and draina plans ori submitted and approved
in October 1991, be reviewed with approval b the Cit Engineer.
3. An conflicts with existin landscapin and sidewalk areas should be made clear
and reviewed b the Plannin Commission and Cit Council.
