Please forward them to the Cityof Bayport after you have signed them for Oak Park
Heights. After these Agreements are signed by all three cities,please return them to me.
Thank you once again choosing to support Goodwill/Easter Seals by assisting with the
operating costs incurred by running this donation center. In turn we are pleased to assist
you in diverting resalable/reusable donations from the landfills and furnishing you with
this tonnage for your solid waste abatement goals.
I will send a copy of these signed Agreements back to each city; Stillwater,Bayport and

CONTINUANCE OF MEMORANDUM
For the Cities of Stillwater, Oak Park Height and Bayport
January 1 —December 31, 2002
It is hereby agreed that GoodwillEaster Seals (hereinafter Goodwill)will provide collection
services to the cities of Stillwater, Oak Park Heights and Bayport,MN (hereinafter cities).
The scope of services includes the acceptance of household material for reuse, as identified in
Attachment A. To provide said services, Goodwill will maintain an Attended Donation Center in
its store at 14460 N. 60th Street, Stillwater,Mn.
The terms of this continuance of original agreement are for January 1 —December 31,2002.
Goodwill agrees to maintain it liability insurance to cover the Attended Donation Center.
The Cities agree to pay$.50 per household for the collection of reuse material to Goodwill, as
identified in Attachment B and to provide advise and counsel to Goodwill for the services
provided by Goodwill.
Other than stated in this memorandum,the provisions of the original agreement shall remain in
force.

Background/Justification (Please indicate any previous action,financial implications
including budget information and recommendations).
Since the late 1980's the City of Oak Park Heights has joined together with the City
of Bayport and the City of Stillwater to support the Goodwill/Easter Seals operation.
The contract costs are shared on a per capita basis between the Cities and is
determined by the most recent census data. The funding for this program is
accomplished through a pass through between the City of Stillwater and
Washington County. Therefore, there is no direct cost to the City of Oak Park
Heights.

Dear Ms. Wilson:
I received your letter this morning indicating that the City Council of Oak
Park Heights intends to participate in a recycling effort. .
In order to commit County funds, several steps need to be taken before the end
3 of the year.
C . Since the City of Stillwater will be the lead city, they will have to enter into
e a formal contract with a provider of recycling services such as Goodwill Industries .
Stillwater will also have to sign a Memorandum of Agreement with Washington County.
a —Each other participating city, such as Oak Park Heights, Bayport and Lake Elmo will
:r have to send a letter to Stillwater (with a copy to me) authorizing Stillwater to
..) receive the grant money on behalf of the participating city to pass on to Goodwill .
This will also be true for any township wishing to participate . Finally, Goodwill
Industries must submit a business plan which will detail the operation in the
Stillwater area .
I have enclosed a copy of a letter of authorization used for Lakes Area Recycling.
The letter of authorization must include, at minimum, a statement that the par-
ticipating city wishes to receive recycling services from Goodwill Industries
during 1986, a statement indicating how much money is available from the Wash-
ington County recycling grant program ($1 .00 per household, or $1,150.00 for
Oak Park Heights) , and a statement that authorizes Stillwater to receive the
recycling grant money to pass directly to Goodwill Industries .
