In order to commit County funds, several steps need to be taken before the end 3 of the year. C . Since the City of Stillwater will be the lead city, they will have to enter into e a formal contract with a provider of recycling services such as Goodwill Industries . Stillwater will also have to sign a Memorandum of Agreement with Washington County. a —Each other participating city, such as Oak Park Heights, Bayport and Lake Elmo will :r have to send a letter to Stillwater (with a copy to me) authorizing Stillwater to ..) receive the grant money on behalf of the participating city to pass on to Goodwill . This will also be true for any township wishing to participate . Finally, Goodwill Industries must submit a business plan which will detail the operation in the Stillwater area . I have enclosed a copy of a letter of authorization used for Lakes Area Recycling. The letter of authorization must include, at minimum, a statement that the par- ticipating city wishes to receive recycling services from Goodwill Industries during 1986, a statement indicating how much money is available from the Wash- ington County recycling grant program ($1 .00 per household, or $1,150.00 for Oak Park Heights) , and a statement that authorizes Stillwater to receive the recycling grant money to pass directly to Goodwill Industries . Thank you for your interest in recycling. If I can be of any help in your r ffort to establish a recycling center, please give me a call . I r S'ncerely,! Or James C.
