In 2004 we had a contract with Green Touch Lawn Care services for mowing, weed control and other services. The 2004 proposal included and identified all costs and service provided. Green Touch has agreed to renew the contract under the existing terms and conditions each year through 2007. The City of Oak Park Heights has no issues with Green Touch's service but the city's interests require we revisit contracts to verify the city is current on costs and service standards. The City of Oak Park Heights advertised in the Gazette for submittal of quotes for Lawn Care Service and three other items. The RFP was developed (attached) and posted to the web site along with bid forms and the proposed contract. The City of Oak Park Heights has received only one quote for the above service from our existing contractor Green Touch which again follows the same costs and forms from each year. This is actually considered a cost reduction for the City of Oak Park Heights since added fuel and inflation costs have not increased our rates. There is a slight increase on mowed area in this contract to cover added trails and other city property. Green Touch has provided timely and responsive work for the city. Recommendation We request Council Award the 2008 Lawn Care Contract to Green Touch Lawn Care for City of Oak Park Heights lawn care and mowing maintenance. REQUEST FOR PROPOSALS CITY OF OAK PARK HEIGHTS LAWN CARE Notice is hereby given that the City Council of the City of Oak Park Heights, Minnesota is requesting proposals for municipal lawn care. Proposals will accepted until 12:00 Noon on Thursday April 17, 2008 at Oak Park Heights City Hall, 14168 Oak Park Boulevard North, PO Box 2007, Oak Park Heights, Minnesota 55082, for the lawn care of selected municipal properties to include 5 parks, municipal buildings/structures, city owned property, trails and selected road right of ways . A reference Map is available. The proposal will cover the 2008 growing season. Lawn care will include the weekly to bi weekly mowing, trimming and cleaning of clipping from municipal lawns and selected fertilizing and weed control operations. All lawn care events are to be based on conditions of the lawns. Any event may be partially or fully cancelled or additional lawn care can be added as needed. Proposal forms can be obtained by calling 651-439-4439. Proposals are to be delivered to the Oak Park Heights City Public Works Director at city hall or the above PO Box and must be received by Noon on April 17, 2008. types equipment Contractors may submit quotations detailing the number e and yp of and hourly cost for mowing operations and fertilizing/weed control operations with fully qualified operator. Proposals are to include the estimated total time (in hours) required for a typical mowing. It is understood that the City reserves the right to reject any and all quotes to waive informalities, and to award the agreement to the best interest of the City. We will continue to provide 2003 Lawn Care Services for the same quoted prices as the previous season; please refer to the enclosed copy of the Schedule of Prices. The estimated hours for 2002 averaged around 25 hours; this included the added mowing including the new park, and also remember we had an extreme growing season last year with all the rain,that influenced the time each mowing took.
