Box 119 Stillwater, Minnesota 55082 RE: Oak Park Heights— Oak Park Senior Living Phase IV—Senior Apartment Building— Planned Unit Development—General Plan FILE NO: 236.02 — 14.08 Dear Mr. Nolde: The City has received your application materials on December 17, 2014 for a Planned Unit Development General Plan for the Oak Park Senior Living Phase IV senior apartment building located near Nova Scotia Avenue North and Upper 58th Street North. The application consists of a request for a two story apartment building with an underground parking garage which was included in the approved Master Plan for the development. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by January 7, 2015. Should the following items not be received by such date and in total, the application shall be considered incomplete: 1. The approved Master Plan included a trail at the south side of the proposed building but the trail is not included in the current engineering plans. Please revise the plan to include the trail. 2. Provide an update as to the status of the current plat and title work. 3. Provide engineering details for the retaining walls on either side of the parking garage entrance. 4. Provide plan details for relocation of the irrigation system at the northwest corner of the site. 5. The design of the front entrance of the building and the proposed parking warrants additional discussion. The parking requires backing directly onto the access roads and there is no drop off area. Staff would prefer a drop off area with a different design for the parking. Tim Nolde December 31, 2014 Page 2 6. The proximity of the building to the roadways is a concern. Could the building be shifted to the south to allow additional green space? 7. Provide a specific signage plan for any wall or monument signs to be used for the development. 8. Provide mechanical detail plans and screening for any outside units. We invite you and your representatives to a meeting with City Staff to discuss this application on January 7, 2015, 10:00 A.M. at City Hall. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for January 15, 2015 at 7:00 P.M. in the City Hall Council chambers. If recommended by the Planning Commission that evening, the City Council will review the application at their meeting scheduled for January 27, 2015. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
