The wail is to be installed on the north side of the soccer field within the high school campus. Construction of the rebound wall is an Eagle Scout project of a Stillwater High School student. The original Conditional Use Permit for the High School was approved December 10, 1 991, With continued development /new facilities, the CUP has been amended over the years. The last amendment to the CUP was July 2003 for construction of bleacher seating at the athletic fields. Y n . • • AFtk rjw . �kww�hi • ;� Project Description. The construction of the soccer rebound wall will be an Eagle Scout project of Stillwater Area High School student Greg Monson. The 12 foot by 32 foot soccer rebound waif is to be placed at the north side of the existing soccer field within the High School athletic fields. �� 1 : 1 •i 7• Mr. Monson has provided a very complete description of the wall and its construction within the Eagle Scout leadership service project workbook that is attached. A site plan is included in that workbook indicating the proposed location. CUP Criteria, Section 401.03.A.7 of the Zoning ordinance lists nine criteria for review of conditional use permits. City staff sees no issues that would prevent the CUP from being approved. There should be no impact on the surrounding neighborhood, on traffic or the City's service capacity. The High School use is consistent with the Comprehensive Land Use Plan for this area. RECOMMENDATION Based • upon the preceding review, City staff recommends approval for the CUP amendment to allow the construction of the soccer rebound wall at the Stillwater High School athletic fields. At the November 2005 soccer awards banquet, Stillwater Area High School Head Soccer Coach Phil Johnson mentioned that he wished the current high school athletic field complex had a soccer bail rebound board similar to the one at the old high school location. He indicated that a rebound b �' card was a very useful tool for soccer players who wanted to improve their soccer skills. , p would like to plan, coordinate, and lead a project to construct a 12 by 32 foot soccer ball rebound wall at the Stillwater Area High School. A rebound wall is a wall that you kick a soccer ball against and it rebounds back to you. The use of the wall can help improve a players reaction time, bail handling skills, and coordination_ A workout at the wall would also help improve one's endurance and overall physical fitness. The wall would be constructed in an open area at the Stillwater Area High School athletic field complex. Both sides of the wall could be used at the same time to allow two people or teams to use the wall at the same tune. Describe any safety hazards you might face, and explain how you will ensure the safety of those carrying out the project. If appropriate, include photographs of the area before you begin your project. Providing before - and -after photographs of your project area can give a clear example of your effort. Description: Describing the present conditions The wall would be constructed in an open area at the' Stillwater Area High School athletic field complex. The exact location of the wall was picked out by Head Soccer Coach Phil Johnson and approved by the Stillwater Area High School Athletic Director Dennis Bloom. The wall location is in a level, open, grass field. Method The attached Time Schedule covers several items of importance including finding out if building permits are required, contacting Gopher 1 to check for underground gas & electric, and requesting volunteers from Boy Scout Troop 162 & the high school soccer team. I plan to ask my dad & two of his friends, my eagle scout coach, and the assistant High School soccer coach to help. l will also contact the Stillwater High School Soccer Booster Club to see if any of the members would like to volunteer. Most of th:e. equipment wilt be provided by my dad and his friends, and my assistant soccer coach who works for a construction company. i will also ask that other volunteers provide additional equipment that is needed. I will ask that all volunteers bring leather gloves and recommend that all volunteers wear work boots to help protect their feet. 1 plan to have the construction, materials delivered to the site by a local lumber yard the week prior to construction. Day 1 --- Wall Post installation (one week prior to wall construction day) Helpers will include 4 older boy scouts and or soccer team members (minimum age of 14) 5 adults including my dad, my eagle scout coach, the assistant High School soccer coach, and my mom to bring us food and water. See safety precautions and safety roles that apply to Day 1. Read safety rules to volunteers. Using a Tape measure and a string line, find the center for each of the five 6X6" posts holes (see diagram for measurements). Mark hole centers with a spray - painted X. Using a rented 12" one man gas powered post auger, dig the post holes 48 deep. Only the operator will be allowed with in 10' of the pesthole digger white in operation . Put 2 - -3" of crushed rock in the bottom of each hole and tamp with a 2X4. Put an 8' 2X4" in one of the end holes. Using a laser level, set the level at 3 feet above the ground and mark the 2X4 ". Measure from mark to the desired height of the bottom of the wall (1 " above ground level) and mark the 2x4'. Using the 2X4 as a guide mark the first 6X6 post at a height of 11'1 O //' from the bottom wall mark. Keeping the laser level stationary and using measurement from the laser tine to 1" above ground for the first post, repeat this process for the other four posts. Cut all posts to marked height using a chain saw. The adult using the chain saw will be required to wear eye and ear protection. All other people on site will 41011#11*0011111041 be required to be over 50' from the chain saw and will be asked to cover their ears. Put first 6X6" post in an end hole. Using a string line and the laser level, square the post with the wall direction (to get the post facing the right way). Use levels to make the post go straight up and down. Use 8' 2 "X6" boards to brace the post in place. Pour the concrete to with in W of the top of the hole and tamp. Repeat the process for the .remaining posts_ Make sure that they are all facing the same direction and spaced in accordance to the measurerne.nts on the diagram. Clean up and remove dirt & other construction materials from the site. Day 2 --Pre-Wail Construction Prep (one to two days prior to ,wall construction day) Workers will include my dad, 2 other adults, and myself. Guide holes will be pre - drilled in the two 16' 2X6" top plate boards (4 screws per post). Extension tadders will be placed against post 111 & #3 at an angle that will allow comfortable• and safe ctimbing. Two wooden stakes will be pounded into the ground at the base:: of each. ladder to prevent kick. back and to stabilize the ladders. Two eo le who are comfortable climbing ladders and operating, drills will put on a tool p p belt (used to hold a cordless drill) and screw apron:. Atli other volunteers will be asked to ciea.r the wall area. These two people will each take an: end of one of the top plates and carefully carry it u p the ladders and place 11 on the top of the wall posts. They will then square the top plate with the p osts and secure with 3" screws. A ladder will then be set against post #2. one person will climb the ladder and secure the top plate to the post as two other people• firmly hold the ladder in place. Th.e process wilt then be repeated to attach the secon.d top plate . While wearing eye and ear protection a.nd using saw horses and a circular saw, my dad will precut the eight brace boards. to be used between the wall posts at a length of 11' 'IOW, Using tap measures, a square and a laser level. mark. time- bottom. of the wall location on all the posts. Using 3" decking screws, attach- the bottom two rows. of face. boards on one side of the wall, leaving al/4" gap between the rows. The bottom. row will consist of two 16' 2x6 boards set level at approximately `l" above ground and 12' form the top of the top plate (see diagram). The next row will be one 8', one 16' and another 8' board. Using tape measures, a square and a plumb line, the location of all of the 2x6Th brace boards wi,lll be marked: on the top plate and bottom wall boards (see diagram for measurements). Two people will carefully canny, place and hold the first brace board in place. A third person will put shims under the brace board so that it contacts the top plate. Using a ladder set against the top plate,. a fourth person will then secure the brace to the top plate and then the bottom wail boards using 3" screws. This process will then he repeated for all eight of the brace boards to be used between. th:e wail posts. While wearing eye and ear protection and using saw horses and a circular saw, my dad will cut 6 2X4 8' pine boards into 12, 4' lengths. He will then cut 3 1X4' 8' pine boards into 12, 2' lengths. Using 2" screws, we will then attach a 2' `tM. along the bottom 2' of each 4' 2X4. These boards will be used as safety guides wh:ert lnstat i:ng. boards to ate wall in excess of 5W from the ground. Day 3 - Construction Day Helpers /volunteers will include 6. boy.. scouts and 6, boys from the Stillwater High School soccer team. A minimum of 4 adults to assist i:n the project. and help me keep the work site as safe as we can. My mom to bring us food & water See safety precautions and safety rules. As a safety precaution, only older scouts (4 and older) and adults will be allowed to install boards over 7' from the ground_ Also, 1, will designate an adult to supervise the movement of the wood from the wood pile, to the .pre -drill station, to the safety line, and to the wall. A parallel red safety spray line will be s painted 10' from wall on both sides. The wood will be � ed approximately 30' from one of the wall end posts. A team of four the pre-drilling process (two drill people will be assigned to l p g drillers & two helpers ). The two drillers will p n select the appropriate board, carefully place it on the saw horses, align with the guide board, and e pre - -drill the holes. As the two drillers move back to the wood pile to select the next board, th two assistants will carefully pick up efull ick u p the pre-drilled board, carry it to the red safety line, and place it behind the line in the position it will be placed on the wall. The bottom row w i l l consist of two 16' 2x6 boards set level at approximately 1" above ground and 12' form the top of t to the (see diagram). The next row will be one 8', one 16' and another top plate � 8' board. This pattern will continue all the wa:y to the top in ord er to stager the splices (see diagram). Since the wall is 32' wide, we will use precut 8' and 1:6' boards so no sawing will be required. We will pre drill pilot holes in face boards for easier and safer screw installation We will use use 6 ' step ladders 12' dd ers to install the boards up to 8W_ We will use 8' step ladders and 10' to 1 aluminum ladders to install boards from 8 %'" to 12' high. The people attaching ttachin the boards to the wall will work in groups of four, with two installers and two assistants. Only the installers and their assistants will be allowed inside the red safety line. The two assistants pick u p a pre-drilled ick re- drilled board at the safety line, carefully carry it to the wall, place it in position on top of the attached board below, place % " spacers in place, and then securely hold the board in position. The. installers will then approach and secure the two ends of the board with screws. ws. As the installers place screws into the brace boards and/or center posts, the y assistants will return to the safety line to get the next board. VVhen the installers clear the wall area, the assistants pp 's ants will approach and position the next board on the wall. This process will continue until the attached boards reach a height of 5 % / %'. guides At this point, the g (made during day two see above) will be a ttached using 3' /z" screws, wi th the 1X4 end attached to the already constructed portion of the wall. The safety guides i be placed at 6, 14, 18, 26, & 30' from one end of the wall_ Once a board is placed � will b�� p , in position behind the safety guides, the safety guides will prevent the board from accidently falling and injuring someone. The Safety guides will need to be moved up after every 2' of wall height p The assistants will now lace their ladders in the proper location, pick up a hoard at the red safety line, carry it tot the wall, carefull y climb their ladders in unison, place the board inn position behind the safety guides, p uides insert �/' spacers, and return to the safety line to get the next board. The pp i installers will then approach, set their ladders in position, carefully climb the ladder, and secure the board with screws. This process will continue until: the wall is completed. Pick up site and remove any left over materials. Budget/Funding High Before talking to Stillwater Hi h School Head Soccer Coach Phil Johnson to see if he would support the project project ct and be m roect representative from the High School, My dad and l looked at the existing soccer rebound wall at the Stillwater Junior High School (former high school location )_ We took measurements, drew a: rough diagram, and made a list of projected materials and equipment d rental e ui ment needed. 1= then priced the materials and equipment rental to get an estimated project cost of between $1 ,800 and 1 ,900. 1 told Phil Johnson of my cost estimate � during our conversation on 2 -6.06_ He indicated that he did not think that the funding would be a problem, and that he thought the Stillwater High School Soccer Booster Club would be willing to provide funding for the project. In a 2 -25 -06 p hone call with Phil Johnson, he indicated that he had discussed the project with the Soccer Booster Cub and that they were wilting to fund the project. However, they requested that I price the materials at two or three local lumber yards and try and get the lumber yards to provide a discount or donate some of the materials, and 1 agreed to d.o thus. Projected Materials The construction materials were priced at Menards to get a project cost estimate. My mom to bring us food & water Safety Hazards and Steps to Ensure Safety We will have a fully stocked troop first aid kit to treat slivers, cuts, scrapes, blisters, burns, and other minor injuries that could occur. We will have sunscreen to prevent sunburn, bug repellent to prevent insect bite, and water to prevent dehydration. We will also have benadryl cream and pills to prevent allergic reactions. We will have ice packs to treat bumps and bruises. Vve will have a minimum of 2 cell phones on site for emergency use in case of more severe injuries. In addition, we will have a map on site showing directions to the Stillwater Hospital (closest emergency room, about 3 miles away) Safety rules I will discuss the safety rules before each day of work. 1. No jumping off ladders or scaffolding 2. 1 person on ladder at a time 3, No throwing things or other horseplay 4. Where leather gloves when handling wood 5. Be careful of others when moving the wood 6. No walking under the ladders 7. Keep worksite clean 8. Wear eye protection when sawing wood 9. Use eye and ear protection when using chain saw and circular saw 10. Use care when handling drills and power tools 11. Use common sense 12. Think safety first Safety Precautions Day 1 Only allow boys 14 a rid up to work at site. We are doing this because the posts are heavy and the young kids s are not strong enough. Also, we will be using a large gas powered posthole digger and we want to limit the number of people around it when being used. only the operator will be allowed with in 10' of the posthole digger white in operation. Have minimum of 6 people so we can easily lift the posts. Day 2 Fully covered under project method above. Day 3 Onl y allow boys 14 and older to secure the boards over 8 oft the ground.
