Stillwater Area High School is requesting an amendment to their existing conditional
Use Permit to allow for the installation of a soccer rebound wall. The wail is to be
installed on the north side of the soccer field within the high school campus.
Construction of the rebound wail is an Eagle Scout project of a Stillwater High School
student.

Existing Conditional Use Permit. The original Conditional Use Permit for the High
School was approved December '10, 1991. With cohtinued development/new facilities,
the CUP has been amended over the years. The last amendment to the CUP was July
2003 for construction of bleacher seating at the athletic fields.

Project Description. The construction of the soccer rebound wall will be an Ea
Scout project of Stillwater Area High School student Greg Monson. The 12 foot by 32
foot soccer rebound wall is to be placed at the north side of the existing soccer field .
within the High School athletic fields.
fir. Monson has provided a very complete description of the wall and its construction
within the Eagle Scout leadership service project workbook that is attached. A site plan
is included in that workbook indicating the proposed location.
cuP criteria, Section 401.03.A.7 of the Zoning Ordinance lists nine criteria for review
of conditional use permits. City staff sees no issues that would prevent the CUP from
being approved. There should be no impact on the surrounding neighborhood, on traffic
or the city's service capacity. The High School use is consistent with the
Comprehensive Land Use Plan for this area.
RECOMMENDATION
Based • upon the preceding review, City staff recommends approval for the CUP
amendment to allow the construction of the soccer rebound wall at the Stillwater High
School athletic fields. Staff recommends the amendment without conditions.

skills.

rebound wall at the Stillwater Area High School. A rebound wall is a wall that you kick a soccer
ball against and it rebounds y
back to you. The use of the wail can help improve a player's reaction
time, ball handling skills and coordination. A workout at the wall would also help improve one's
endurance and overall physical fitness.
The wall would be constructed in an open area at the Stillwater Area High School athletic field
complex. Both sides of the wall could be used at the same time to allow two people or teams to
use the wall at the same time.

The Stillwater Area high School soccer coaches have wanted a rebound wall at the school for
several years. Th.e wall could be used during practices_ The wall could be used in drills that
improve teamwork, reaction time, and first touch.
Soccer p layers could use the rebound' wall during the summer or before and after practice to
improve their reaction •time, ball handling skills, shooting accuracy, and coordination.
The physical education classes could Use th wall: in their classes to play various games that can
improve teamwork, physical fitness, and endurance.
Kids of all ages could go to the school and use the rebound wall to improve their soccer skills or
just to have fun. If you go and use it without a team, the wall makes it possible to have a good

Description:
Describing the present conditions
The wall would`be constructed in an open area at the Stillwater Area High School athletic field
complex. The exact location of the wall was picked out by Head Soccer Coach Phil Johnson and
approved b. the Stillwater Area High School Athletic Director Dennis Bloom. The wall location is
pp �'
in a level, open, grass field.
Method
The attached Time Schedule covers seVeral. Stems of importance including finding out if building
permits are required, contacting Gopher 1 to check for underground gas & electric, and
requesting volunteers from Boy Scout Troop 162 & the high school soccer team, l plan to ask my
dad & two of his friends, my eagle scout coach, and the assistant High School soccer coach
help. 1 will ; also contact the Stillwater High School Soccer 'Booster Club to see if any of the
members would like to volunteer. Most of th:e equipment will• be- provided by my dad and his
friends, and my assistant soccer coach who works for a construction company. 1 will also ask that
other volunteers provide additional equipment that is needed. 1 will ask that all volunteers bring
leather gloves and recommend that all volunteers wear work boots to help protect their feet.
I p lan to have the .construction, rn:ateria.ls delivered to the site by a local lumber yard the week
prior to construction.
Day 1 - -Wall Post Installation. (one week prior to wall construction day)
Helpers will include 4 older boy scouts and or soccer team members (minimum age of 14)
5 adults'includkng my dad, my eagle scout coach, the assistant High School soccer coach, and
ray mom to bring us food and water.
See safety precautions and safety y rules that apply to Day 1.
Read safety rules to volunteers.
Usin g a Tape measure and a string line, find the center for-each of the five 6X6 posts holes (see
diagram for measurements). Mark hole centers with a spray - painted X. Using a rented 12" one
man powered owered post auger, dig the post holes 48" deep. only the operator will be allowed with
gas
in 10' of the posthole digger while in operati Put 2 -3" of crushed rock in the botlerp of each
hole and tamp with a 2X4". Put an 8' 2X4 in one of the end holes. Using a laser level, set the
level at 3 feet above the ground and mark the 2X4". Measure from mark to the desired height of
the bottom of the wall (1 above ground level) and mark the 2X4. Using the 2X4 as' a guide
mark the first 6X6 post at a height of 1 frog the bottom wall mark. Keeping the laser level
stationary and using •measurement [ram the l'asei' line to 1' above ground for the first post, repeat
this p rocess for the other:four posts. Cut all posts to marked height using a chain saw. The adult
usin g the chain saw Mt • be required to wear eye and ear protection. All other people on site .wi
be required to be over 50' from the chain saw and will be asked to cover their ears. Put first 6XE"
post in an end hole. Using a string line and the laser level, square the post with the wall direction
(to get the post facing the right way). Use levels to make the post go straight up and down. Use
8' 2"X6" boards to brace the post in hour the concrete to within YY" of the top of the hole
and tamp. Repeat the .process for the remaining posts_ Make sure that they are all facing the
same direction .and spaced in accordance to the. measureme.nts orb the diagram.
Clean up and rernove dirt & other construction materials from the site.
Day 2 --M pre -Wahl construction Prep (one to two days prior to wall construction day)
Workers will include my dad, 2 other ad-ults, and myself. Guide holes will be pre - drilled in the two
16' 2X6" top plate boards (4 screws per post). Extension ladders will be;- placed against post #1
& #3 at an angle that will allow comfortable- and safe clirnbing. Two wooden stakes will be
pounded into the ground at the base eac to prevent kick back and to stabilize the
ladders. Two people who are comfortable rlimbin.g ladders and ;operating dills wail put an a tool
belt (used to hold a cordless drill) and screw apron:. Alt other volunteers will 0e asked to clear the
wall area These two people will each take an end of one of the top plates and'.carefully carry it
up the ladders and place it on the top of the wall posts. They will then square the top plate with
the posts and secure with 3" screws. A ladder will then he set against post #2. One person will
climb the ladder and secure the top. plate to the post as two ether people firmly hold the ladder in
place. The process will then he repeated attach the second top plate.
While wearing eye and ear protection and using saw horses and a circular saw, my dad will
precut the eight brace boards to be used between the wall posts at a length of 11' 10 Using
tap measures, a square and a laser to -vel mark the bottom. of the wall location on all the posts.
Using 3" decking screws, attach• the bottom two rows of face boards on one side of the wall,
leaving a 'f" gap between the rows. The bottom row will consist of two 16' 2x6 boards set level at
approximately 1" above ground and 12 form the top of the top plate (see diagram). The next row
will be one 8', one 16' and another 8' hoard. Using tape measures, a sq.uare.and a plumb line,
the location of all of the 2x6" brace boards wt:tt be [narked on the top plate and bottom wall boards
(see diagram for measurements). Two people will carefully carry, place, and hold the first brace
board in place. A third person will put shims under the brace board so that it contacts the top
plate. Using a ladder set against the top plate, a fourth person will then secure the brace to the
top plate and then the bottom wallboards ustvg 3" screws. This process will then be repeated for
all eight of the brace boards to be used between. th:e wall posts.
While wearing eye and ear protection and using saw horses and a circular saw, my dad will cut 6
2X4" 6' pine boards into 12, 4' Lengths. He will then cut 3 1X4' 8' pine boards into 12, 2' lengths.
Using 2" screws, we will then attach a 2' 1 along the bottom. 2' of each 4' 2X4. These boards
will be used as safety guides when installing boards to the wall in excess of 5 % % %' from the ground.
Day 3 .. Construction Day
Helpers /volunteers will include 6. boy scouts and: 6. boys from- the Stillwater High School soccer
team. A minimum of 4 adults: to assist in the project. and help ,me keep the work site as safe as
we can. My mom to bring us food & water

As a safety precaution, only older scouts (14 a:n older) and adults will be allowed to install
boards over 7' from the grourtd Also, l will. designate an adult to supervise tha.movement of the
wood from the wood pile, to the pre- drilkstation, to the safety line, and to,th e wall.

be set up

guide holes for the screws used in constructing the wall. Pattern boards will be aftaehed to the
saw horses with screws and be used as a guide for pre - drilling the gu.ide holes. A team of four
people will be assigned to the pre - drilling process (two drillers & two helpers). The two drillers will
select the appropriate ro p riate board carefully place it on the saw horses, align with the guide board, and
pre-drill the holes. As the two drillers move back to the wood pile to select the next board, the
two assisf a nts vii 1 carefully pick up the pr drilled board, carry it to the red safety line, and place it

re q uired. We will pre drill pilot holes in face boards for easier and safer screw installation. We

aluminum ladders to install boards from 8W' to 12' high.
The eo ple attaching the boards to the wall will work in groups of four, with two installers and two
p f
assistants. Only the installers and theft assistants will be allowed inside . the red safety line_ The
two assistants will pick up a pre - drilled hoard at the safety line, carefully carry it to the wall, place
it in p osition on top of the attached. board below, place 1/n spacers in place, an.d then securely
hold the board in p osition. The installer's will then approach and secure the two ends of the board
with screws. As the installers place screws into the brace boards and/or center posts, the
assistants will return to the safety line to get the next board. When the installers clear the wall
area, the assistants will approach and position the next board on the wall_ This process will
continue until the attached boards reach a height of 5� /W'.
At this p oint, the safety guides (made during day two see above) will be attached using T/2"
screws, with the 1X4 end attached to the already constructed portion of the wall. The safety
guides will be placed at 2, 6, 1.4, 1;8, 26, & 30' from one end of the wall. Once a. board is placed
in p osition behind the safety guides, th.e safety g=uides will: prevent the board from accidently
fallin g J and inuring someone. The Safety guides will need to be moved up after even 2' of wall
height.
The assistants will now place their ladders in the proper location, pick up a board :at the red safety
line carry it to the wall, carefully climb their ladders in- unison, place -Th board - inn position behind
the safety g uides, insert '/" spacers, and return to the safety line to get the next board. The
installers will then approach, set their ladders in position, carefully climb the 'ladder, and
the board with screws. This process will continue until= the wall is completed.
Pick up site and remove any left over materials.
Budget/Funding
Before talking to Stillwater High School Head Soccer Coach Phil Johnson to see if he would
support the project and be my project representative from the High School, My= dad and 1, looked

at the existing soccer rebound wall at the Stillwater Junior High School (former high school
location). We took measurer . ents, drew a rough. diagram, and made a list of pi'ojected materials
and rental equipment needed. l then priced the materials and equipment rental to get an
estimated ro'ect cost of between $1 ,800 and 1 ,900. l told Phil Johnson of my cost estimate

during our conversation on 2- 0--00_ He indicated that he did not think that the funding would be a

problem, and that he thought the Stillwater High School Soccer Booster Club would be willing to
provide funding for the project.
In a 2 -25 -06 ,P hone call with Phil Johnson, he indicated that he had discussed the project with the
Soccer Booster Cub and that they were willing to fund the project. 'However, they requested that i
price the materials at two or three local lumber yards and try and get the lumber yards to provide
a discount or donate some of the materials, and I agreed to do this.

Safety Hazards and Steps to Ensure Safety
v11e will have a fully troop stocked troo first aid kit to treat slivers, cuts, scrapes, blisters, burns, and
other minor injuries that could occur. We will have sunscreen to prevent sunburn, bug repellent
to p revent insect bite, and water to prevent dehydration. We will also have benadryl cream and

ills to revent allergic reactions, We will have ice packs to treat bumps and bruises. We will
have a minimum of 2 cell phones on site for emergency use in case of more severe injuries. to
addition, we will have a map on site showing. directions to the Stillwater Hospital (closest
emergency room, about 3 miles away)
Safety rules
I will discuss the safety rules before each day of work.
1. No jumping off ladders or scaffolding
2. 1 person on ladder at a time
3, No throwing things or other horseplay
4. Where leather gloves when handling wood
s. Be careful of others when moving the wood
6. Ng walking under the ladders
7. Keep watksite clean
8. Wear eye protection when sawing wood
9, Use eye and ear protection when using chain saw and circular saw
10. Use care when handling- drills and power tools

Safety Precautions
Day 1
Only allow boys 14 and up to work at site. We are doing this because the posts are heavy and

Have minimum of 6 people so we can easily lift the posts.

drill pilot holes in face boards for easier and safer screw installation.
We will use yellow caution ion tape staked across end of wall to prevent people from walking under
ladders and scaffolding in case people drop the boards.
We will use anchored hoards when using extension ladders to keep thern from moving
We will keep work site clear and organized
1- taveaminimum of three adults on site at all times to help with supervision and safety.
if weather is bad we will postpone until weather is better
