Stillwater Area High School is requesting an amendment to their existing Conditional
Use Permit to allow for the installation of a soccer rebound wall, The wall is to be
installed on the north side of the soccer field within the high school campus.
Construction of the rebound wall is an Eagle Scout project of a Stillwater High School
student.

ANALYSIS
Existing Conditional Use Permit, The original Conditional Use Permit for the. High
School was approved December 10, 1991. With cohtinued development /new facilities,
the CUP has been amended over the years. The last amendment to the CUP was July
2003 for construction of bleacher seating at the athletic fields.

fir. Monson has provided a very complete description of the wall and its construction
within the Eagle Scout leadership service project workbook that is attached. A site plan
is included in that workbook indicating the proposed location.
CUP Criter €a, Section 401.03.A.7 of the Zoning Ordinance lists nine criteria for review
of conditional use p ermits. City staff sees no issues that would prevent the CUP from
bein g approved. roved. There should be no impact on the surrounding neighborhood, on traffic
or the City's service capacity. The High School use - is consistent with the
Comprehensive Land Use Plan for this area.
RECOMMENDATION
Based • upon the preceding review, City staff recommends approval for the CUP

amendment to allow the construction of the soccer rebound wall at the Stillwater High
School athletic fields. Staff recommends the amendment without conditions.

Phil Johnson mentioned that he wished the current high school athletic field complex had a
soccer ball rebound board similar to the one at the old high school location. He indicated that a
rebound board w as a very useful tool for soccer players who wanted to improve their soccer
skills.

rebound wall at the Stillwater Area High School. A rebound wall is a wail that you kick a soccer
ball against and it you. back to ou. The use of the wall can help improve a players reaction

endurance and overall physical fitness.

nsiructed in an open area at the Stillwater Area High School athletic field

The Stillwater Area high School soccer coaches have wanted a rebound wall at the. school for
several years. The wall could be used daring practices_ The wall could be used in drills that
improve teamwork, reaction time, and first touch_
Soccer players could use the rebound waif during the summer or before and after practice to
improve their reaction •time, ball handling skills, shooting accuracy, and coordination.
The physical education classes could use the walk in their classes to p[ay various games that can
improve teamwork, physical fftness, and endurance,
Kids of all ages could go to the school and use the rebound wall to improve their soccer skills or
just to have fun. If you go and use it without a team, the wall makes it possible to have a good
workout whsle improving your skills.
The kids and teams from the St_ Croix Soccer Club and St. Croix Athletic Association could also
benefit from using the rebound wall.

Description:
Describing the present conditions
The wall would `be constructed rn an open area at the Stillwater Alma High School athletic field
complex c The exact loc of the wall was picked out by Head Soccer Coach Phil Johnson and
approved - by the Stillwater Area High school Ath.letid Director Dennis Bloom. The wall location is
in a level, open, grass field.
Method
The attached Time Schedule covers several. items of importance including finding out if building
permits are required, contacting Gopher 1 to ch.eck for underground gas & electric, and
requesting volunteers from Boy Scout Troop 162 & the high school soccer team. l plan to ask my
dad & two of his friends, my 'eagle scout coach, and the assistant High School soccer coach-to
help. l will also contact the Stillwater High School'Soccer.Booster Club to see if any of the
members would like to volunteer_ Most of th:e= equipment will be provided by my dad and his
friends, and my assistant soccer coach who works for a construction company. i will also ask that
other volunteers provide additional equipment that .is needed. 1 will ask that all volunteers bring
leather gloves and recommend that all volunteers• wear work boots to help protect their feet.
I plan to have the. construction niateri delivered to the site by a local lumber yard the week
prior to construction.
Day 1 Wall Post Installation- (on:e weel-c prior to wall construction day)
Helpers will include 4 older boy scouts and or soccer team members (minimum age of 14)
5 adults including my dad, my . eagle scout coach, the assistant High School soccer coach, and
my mom to bring us food and water.

Read safety rules to volunteers.
Using a Tape measure and a string line, find the center for of the five 6X6" posts holes (see
diagram for measurements). Mark hole centers with a spray - painted X. Using =a rented 12°' one
man gas powered post auger, dig the post holes 48" deep. Only the operator will be allowed with
in 10' of the posthole digger while in operation. Put 2 -3" of crushed rock in the bog= of each
hole and tamp with a 2X4". Put an 8' 2X4' in one of the end holes_ Using a laser level, set the
level at 3 feet above the ground and mark the 2X4 ". Measure from nark to the desired height of
the bottom of the wall (1 n above ground level) and mark the 2X4". Using the '2X4 as'a guide
mark the first 6X6' post at a height of 11'1 OW from the bottom wall mark. Keeping the laser level
stationary and usi ng measuremert from. the l'aseC line to 1" above ground for the first post, repeat
this process for the other four posts. Cut all pests to marked height =using a chain saw_ Th.e.adult
using the chain saw wili be sequin t to wear eye and ear pot ection. Ail .other people on site .will
be required to be over 50' from the chain saw and will be asked to cover their ears. Put first 6X
post in an end hole. Using a string line and the laser level, square the post With the wall direction
(to get post g et the ost lacln the right way). Use levels to make the post go straight up and down. Use
8' 2 "X6" beards to =b.racq the. post in sour the con.cret Io within 12" of the top of the hole

Using 3" decking screws, attach t1 e : bottom two rows - of face boards on one side of the wall,
leavin g a 'l gap ap between the rows. The. bottom row will consist of two 16 2x6 boards set level at
approximately 1" above ground and 12'• form the top of the_ top plate (see .dia.grarn). The next row
will be one 8', one 16' and another 8' hoard. Using tape rqeas rre.s, a sq.uace.and a plurrib line,
the location of all of the 2x6" brace boards wi:Ft be marked on the top plate and bottom viiall boards
(see diagram for measurements)._ Two: people wi :il caretuIf,ly carry., place and hold the first brace
board in place. A third person will put shims under the brace board so that it contacts the top
plate. Using a ladder set against the top plate,. a fourth person will then secure the brace to the
to p plate , late and then the bottom wal:i boards using 3" screws This process will then be repeated for
all eight of the brace boards to be used between- the wall posts.

At this point, safety oint the safet guides (made during day two see above) will be attached using 3 /z"
screws with the 1X4 end attached to the already constructed p- ortlon of the wall. The safety

will be laced at 2, 6, 1.4, 1 26, & 30' from one end of the wall. One aboard is placed
in position behind the safety guides, th.e safety guides wilt prevent the board from accidently
falling and injuring injurin someone. The Safety guides will need to be moved up after even 2 of wall
height.
The assistants place will now lace their ladders in th.e proper location, pick up a boafd:a.t the red safety

location ). We took measurements, drew a rough. diagram, and made a list of projected materials
and rental equipment needed. F then priced the materials and equipment rental to get an
estimated project cost of between $1 ,800 and $1 ,000_ l told Phil Johnson of my cost estimate

during our c
onversation on 2 -6-00_ He indicated that he did not think that the funding would be a
problem, and that he thought the Stillwater High School Soccer Booster Club would be willing to
provide funding for the project.
In a 2 -25 -06 phone -call with Phil Johnson, he indicated that he had discussed the project with the
Soccer Booster Cub ancl that they were willing to fund the project. 'However, they requested that I
price the materials at two or three local lumber yards and try and get the lumber yards to provide
a discount or donate some of the materials, and I agreed to do this.

Day 1
up Only allow boys 14 and u to work at site. We are doing this because the posts are heavy and
the young kids are not stron g enough. Also, we will be using a large gas powered posthole

will be allowed with in 10' of the posthole digger while in operation.
