Call to Order: Chair Hauble called the meeting to order at 7:00 p.m. Present: Vice Chair Eder, Commissioner Bye, City Administrator Johnson, Public Works Director Kegley, Arborist Widin, and Commission Liaison McComber. Absent: None. II. Approval of Agenda: Chair Hauble, seconded by Vice Chair Eder,moved to amend the Agenda to move Item V. to the end of the Agenda. Commissioner Bye, seconded by Chair Hauble, moved to approve the Agenda. Carried 3-0. III. A roval of Parks Commission Minutes—November 17 2014: Vice Chair Eder, seconded by Chair Hauble,moved to approve the Minutes. Carried 3-0. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Widin reported that the fall tree removal and pruning work was largely completed by St. Croix SavATree. She stated site restoration and stump grinding would take place in the spring. Widin stated she was evaluating trees for removal as part of the street reconstruction project in Area D. She stated she was also working on the Tree City USA Annual Report. She also stated she sent out the winter boulevard tree pruning list, and quotes were due back January 7. Arborist Widin reported she was retiring at the end of the year but was extending a contract with the City of Oak Park Heights for approximately eight weeks to train a Public Works employee. The Parks Commission thanked Arborist Widin for her service for the City. B. Public Works Director: Public Works Director Kegley reported that staff was flooding the rinks but the weather was not cooperating. C. Other/Commission Liaison Reports: No report. We have continued to enjoy spending time biking, running, and walk inq around the places we live.We recently bought a house in Oak Park Heights and have explored the area on bike and on foot. It is reasonable at this time to request cost estimates to reconstruct the parking lot while a contractor is mobilized in the City for other street reconstruction activity. As an alternate to the 2015 project, staff requested the City engineers include reconstructing the Valley View Parking lot for Council consideration. The City will not be obligated to select any alternates if it so chooses; it is simply the appropriate time to request a cost estimate. The V.V. lot consists of approximately 36,000 sq.ft. of surface asphalt. The south section of the parking lot, an 8,000 sq. ft. area is used mainly by local agencies and nearby business employees during lunch breaks. The Public Works Dept. also occasionally uses the open space for material staging for items like fallen trees, wood chips and chip rock for seal coat projects. Notwithstanding, this use trend may not justify reconstructing an occasionally used 8,000 sq. ft.parking lot if significant cost savings can be achieved by excluding the area. Therefore, a sub alternate or an alternate #2 seeking the cost savings to exclude the south lot from reconstruction will also be added to the bid request. Since the south lot is used sparingly the City is interested to learn if significant cost savings could be achieved by not reconstructing the asphalt surface. If cost savings are low,not reconstructing the lot may not make sense. If significant savings could be achieved, it merits consideration and discussion. Ex-Officio Members. There shall be a City Council person designated by the Mayor, with the consent of the City Council, to be a liaison to the Park Commission. Such City Council person shall serve without voting power and in a capacity as ex-officio to the Park Commission. The Mayor, with the consent of the City Council may also appoint non-voting, ex-officio members to represent other groups or organizations from the community. C. Lbeing embers of the Park Commission shall be appointed by the City such appointments shall be initiated and be established by resolution Council. The term of each member shall be for three years with initial staggered by the City Council resolution of appointment. No member more than two consecutive terms on the Park Commission. D. Absenteeism. If any voting member fails to attend three consecutive meetings or a total of four meetings (or 25 percent) during the calendar year, the Park Commission shall notify the City Council of the same with a recommendation from the Park Commission as to the continued ability for such person to remain on the Commission. Park Commissioners shall notify the Chairperson or City staff when an absence is anticipated. E. Removal. Any member of the Park Commission may be removed at any time by a four-fifths (415) vote of the City Council with or without cause. F. Compensation. Compensation of Park Commission members as selected by the City Council shall serve without compensation except as otherwise established by Resolution of the City Council. G. Training. The Chairperson and the City staff shall meet with each new Park Commissioner to explain Park Commission procedures. H. Resignation. A member who wishes to resign shall submit a written resignation to the Chairperson, who shall in turn forward the same to the City Council. I. Vacancies. Vacancies occurring within the Park Commission shall be filled for the balance of the appointment by the City Council. Members that are filling vacancies as a result of a resignation or removal of a member, may complete the balance of such term but may then be appointed to an full initial term without penalty and may then serve a second and additional terms pursuant to Article 3 C. 2 Page 15 of 16 ARTICLE 4 — OFFICERS, DUTIES AND ELECTION OF OFFICERS A. Officers. The officers of the Park Commission shall be Chairperson and Vice- Chairperson. B. Duties of the Chairperson. The Chairperson shall preside at all meetings, appoint Park Commission members to committees, appoint Park Commission representatives, rule on procedural questions (subject to reversal by a two-thirds (213) vote of those members in attendance), meet with all newly appointed members, exercise the same voting rights as other Park Commissioners and carry out such other duties as are assigned by the Park Commission or by the City Council. C. Duties of the Vice-Chairperson. The Vice-Chairperson shall act in the absence or inability to act of the Chairperson, and in such instances shall have the powers and functions of the—Chairperson. D. Terms. The Park Commission officers shall be elected from among its appointed members. No member shall serve as Chairperson or Vice- Chairperson for more than two consecutive years. A member may serve as Vice- Chairperson for two years and then Chairperson for two years, or in alternate or alternating order. The election shall occur at the Park Commission's annual meeting. E. Vote. Candidates for office receiving a majority vote of the entire membership (three-fifths (315), shall be declared duly elected. F. LDate of Office. Newly elected officers and members shall take office at the al meeting in January and which is an end date (sine die) for the preceding year. G. Vacancies. Vacancies occurring in the offices of the Park Commission shall be filled immediately by the above election procedure. ARTICLE 5 — MEETINGS A. r Annual Meeting. An annual organizational meeting shall be held in January of Le!!a�ch year. Electiojficers shall be conducted at that time. B. Regular Meetings. Regular meetings of the Park Commission shall be held at 6:30 PM on the third Monday of each month or as otherwise designated to account for legal holidays or other special circumstances as approved by the City Administrator.
