C::l.a:e:i..uc�:u:i =i«G INC COMMUNITY PLANNING - DESIGN - MARKET RESEARCH l[ ► I I TO: Torn Melena FROM: Scott Richards DATE: May 23, 2000 RE: oak Park Heights — Stillwater High School: Amended Ropes Course Annual Review FILE NO: 793.02 — 00.04 At their May 22, 2000 meeting, the Planning Commission reviewed the May 19, 2000 memo summarizing the Commission's comments related to the annual review for the ropes course at the Stillwater High School. one of the Planning Commission members did not feel that the "school year" should be considered as year round but as When most of the classes and activities are scheduled, likely from late August to early .dune. other comments Were directed toward the decision related to extension of hours of operation for the ropes course. A Planning Commission member felt that the School District did not make any attempt to show that the course Was over - utilized during the times allowed. It Was pointed out that no hardship or justification for extending the hours of operation was produced by the school District during the City consideration of the issue. Other than the comments above, the Planning Commission had no further comments on the issue of annual review or the May 19, 2000 summary review. That access to the ropes course be maintained y ear round for emer vehicles; Access has been maintained to the ropes course entrance and will continue to be maintained for emer vehicles. b. Gate to the ropes course shall be closed and locked at all time when the facilit is not in use The District is aware of the g ate bein left unlocked on at least one ( 1 ) occasion in the sprin of 1999. Instructors have been directed to lock the ladder in place and lock the g ate upon leavin the site. Buildin maintenance staff check the g ate in the afternoon and a at dusk durin the summer. c. Installation of an future li at the ropes course shall re approval of an amended conditional use permit b the Cit Council d. An chan to the ropes course, includin structures, fencin access or securit measures, shall re approval of an amended conditional use permit b the Cit Council unless the Cit Council amends the conditional use permit to exclude recreational structures from its application; e. The hours of operation of the ropes course shall be established as occurrin from 8:00 A.M. until 5:00 P.M. or dusk whichever occurs earlier, on da when school is in session as identified on the ID 834 school calendar; The use of the course was restricted to the above conditions. The Stillwater Area School calendars, includin the1999 summer calendar, were submitted in June 1999. On 11a 9, 2000, the Cit Council allowed an amendment to expand hours 8 A.M to 8 P.M. Monda throu Frida and 8 A. M. to 6 P.M on Saturda f. The final landscapin plan to be implemented on the ropes course site shall be subject to the review and approval of the Cit Arborist; The landscape plan was reviewed and implemented durin 1999. District staff have met, with the arborist, this sprin to review additional plantin and replacement of plants that did not survive the winter. The dama trees were replaced last week. g . School District personnel shall work with Cit Police and Fire officials in trainin for potential rescue activities for the ropes course. All further use of the ropes course shall re written approvals from the Police and Fire Chiefs that ade access, safet and rescue plans are in place for the ropes course; District staff have provided the Cit with copies of emer plans and accident procedures. The District is not aware of Police or Fire Department concerns. The course is available, to the Cit for trainin purposes. h. Annual review should be imposed as a condition of this conditional use permit to assure compliance and provide a mechanism to deal with an issues that ma arise affectin the use of the ropes course vis a vis the nei properties in the future.
