Kris Danielson From: Lindy Swanson [lmswans©cityofoakparkheights.com] Sent: Friday, April 21, 2000 8:34 AM To: Kris Danielson Subject: Stillwater Area High School-Ropes Course Ref. your memo request, I previously submitted a written memo when the school district was requesting approval for the ropes course. My feelings have not changed on this issue. We have experienced no problems with the use of the ropes course when used as designed and within the approved hours of operation. School personnel had previously advised us of operation procedures with certfied instructors on scene with course rescue training. We also have not experienced any problems get to the location of the course. Lastly, !reviewed police activity reports at the location involved and find that our police dept. responded to two complaints ref. trespassing or unauthorized use of this facility. Due to the fact that we are tied in with the reporting system (computer network) of the Washington County Sheriffs Office, this should be total number of calls reported for this address including response by any other agency. If 1 can be of further assistance please advise. 1 will be attending the meeting on the 25th. The instructors are trained to lower the troubled climber to the ground. We currently have not trained with the ropes course staff, but we do train on emergency situations that need the use of ropes. I have talked with other officials at seminars about the ropes course. There does not seem to be any pattern of high risk emergencies with these sites. If the instructors are adequately trained there seems to be no issue. The Stillwater High School should provide the City with their emergency plan for this site. Thanks Brad Carmichael
