Oak Park Heights—A Twenty Ye Vision Concept Discussion: The Council did want to discuss this matter a bit more in-depth as to what possible outcomes and deliverables could or should be. 2. Street Reconstruction. I would like to Council to add this item to the work session agenda to discuss some of the recent actions by the City of Stillwater and so the City Council may better understand the financial impacts related to the possible changes. Please see the enclosed brief from Betty Caruso,Finance Director. 3. City Hall Facility—Council Meeting Room Construction Update and Security Mayor McComber would like to discuss some Building Security concerns some may have as may arise from the New Hope incident. Chief DeRosier will also be present to participate in the discussion.Mayor McComber did want to provide the enclosed article that demonstrates that Oak Park Height's discussion is not unique and is also timely. Staff can also give an update on the removal of the wall between the two smaller conference rooms. 4. City Council Meeting Times. The elimination of streets in ARea D ,eliminates the special assessments the city was to collect. We issued bonds based on the collection of those assessments paying back a portion of the bonds. The reduction of assessments collected also creates a reduction of interest that is collected along with the assessments. The 2014 Bond's are scheduled to be paid back with$1,839,540 of special assessments with$844,481 of interest earnings for a total amount of$2,684,021. If we do not collect this amount then the bonds would have to be paid back with other sources, which is usually tax levies. I have included a worksheet to help explain the amount that will have to be made up in other funding sources due to changes in Area BC&E along with the Street Eliminations in Area D. The cities of Maple Grove and Osseo are making sure residents are safe when they come to their city halls. Back on Monday, Jan. 26, the New Hope City Council had just sworn in two new pol" officers and those officers along with fellow officers, family and friends exited the council chamber. According to Sun Post reporter and witness Gina Purcell, "After th glass doors of the chambers were closed, the group continued to converse and congratulate the newest officers. Moments later gunfire rang out." This incident left two police officers shot and the perpetrator dead. MAPLE GROVE In the city of Maple Grove, many different things were added to the Government Center when it was built just about 15 years ago. Some of the features include doors that lock and unlock automatically at certain times each day, a fortified bench the council sits at and separate doors the council and audience members can exit the council chambers through. "We take our security here very, very seriously," Maple Grove City Administrator Al Madsen said. Maple Grove Police Chief Eric Werner said, "It is very concerning what happened, but the thing I can say that we have good plans in place. We have a good facility here and security measures that are in place." He added the department always has an officer attend every City Council meeting. "I think we've struck a healthy balance," Chief Werner said. "We have a healthy government process. We have a governing board and it's open. At the same time we have to have security so that people feel comfortable so they can show and they can speak their mind." Chief Werner said an incident like the New Hope shooting is a time for the department to assess where its at and if there is something different it can do. "I've worked with city administration where we are going to have a presence at the council meeting and we'll probably have more of a presence in the immediate need well as at the commission meetings,just so we can understand what's going on," hEl added. "We are going to be proactive and take those extra precautions so we can show the community they are safe." The Maple Grove Police Department's ERU (Emergency Response Unit) team is well- trained in violent intruder and active shooter, which leads safety discussions according to Chief Werner "We've had training go out to all city employees and the school district," Chief Werner said for all city facilities. He also wanted the residents to know the police department has partnerships with other law enforcement within the state. This coming year I'm going to continue to focus on that, where I'm placing a sergeant in charge of that team." This team will look at where are the mental health calls for service, who are the individuals homes the officers are going to and how does the department follow up to make sure the person is getting the resources they need. "It is an issue that law enforcement in general is facing across the country right now, "Chief Werner said. "There is this rise in mental health calls, how are we treating them and getting the resources we need." He added, "If anyone has indicators, please call us. If you know somebody that is struggling with mental health or somebody that's behaving in a way that's concerning, just call. That is where we can get ahead of it and we can get the resources to the person. Obviously, we want to get the help to the people that need it. When we're helping on the front end, that's the part of the prevention process that we can prevent a tragedy like in New Hope but we need the community's help." OSSEO F1 City staff in Osseo are working together right now, reviewing what happened in New Hope. According to Osseo Police Chief Shane Mikkelson, he and City Administrator Doug Reeder are in discussions right now working and looking at plans and taking things one step a time. There is always at least one officer on duty. "Now the department is connected to city hall, there is always an officer close by," Chief Mikkelson said. "We always keep an officer in the area." He continued, "This was an isolated incident, but we want to say that the residents of Osseo to know that they are safe."
