While significant background information vVas prodded with this submittal, there are additional items necessary to make this application complete. The December 18, 2001 letter from Kris Danielson briefly listed some of the necessary items. After reviewing your materials, we have provided below a _- .mor -e. -- detailed.-- ..l- ist-of or-eq.u.i.red -by the c- it- to-- accept_y -ou.r a.p-plj'.catio.n_an.d- rein -e_w the proposed stadium plan, Parking Analysis With an amendment to an existing conditional use, the City must determine if there are issues that must be addressed before any major change is allowed to a site. The current parking issues at the High School are well known to ail of us. Adding a stadium to the site may only compound the problem, at least on certain event days. While the Zoning Ordinance parking standards may be met with the existing lot, the practical reality of parking on the site is critical. The city will require a study from a parking consultant to address the current situation, projected enrollments and staffing, and the impact of a stadium. As you are aware, there is currently no overflow parking allowed on city streets surrounding the High School or at Oak Park Ponds, The School District, as part of this analysis, may need to address provisions for off -site parking, an increase to the existing parking supply on site, or other alternatives as warranted. Traffic Study The City will require a study by a consulting traffic engineer to address current traffic counts on 58 Street and Neal Avenue and to analyze any issues with the addition of a stadium at the High School. The primary concern may be an overlap between stadium events and day to day school operations, especially if the stadium lights are not installed as part of initial construction. Mr. Mike Brabender Page Two Noise Analysis The City will require a study by a noise consultant to analyze the external effects of the sound system and stadium on surrounding properties, Site Plan The city will require a site plan including the location of the stadium in relationship to surrounding properties. The plan should include distances to the nearest residential properties /homes in Baytown Township to the south and Autumn Ridge in oak Park Heights. Other Plans/Analysis The plans that have been submitted to our office were faced on a 1/ x 11 sheets, upon further review of a full scale set of plans, there may be other items required for submittal. The City recognizes the time schedule required to construct a new stadium for the 2002 event schedule. we will work with you to progress through the application and review process as quickly -as possible, while taking into account the need to provide the necessary information to policy makers and the surrounding property owners and neighbors. We are returning the application and fees and acknowledge that the required timeline for review will not commence until all of the items as required by the City are submitted.
