You had attended our Januar 2, 2002 informational meetin re the proposed
completion of the stadium. I wanted to update y ou on the process and to address those
q uestions and concerns we heard at the Januar 2 meetin
The School District has applied to the Cit of Oak Park Hei for an amendment to its 1991
Conditional Use Permit re the proposed improvements to the stadium at the hi school
site. We expect the Cit Plannin Commission to hold a public hearin at its Februar 21,
2002 meetin
As part of the normal desi and approval process for the stadium, and in an effort to address
y our specific concerns as well, both prior to and after the Januar 2 meetin the School District
has worked closel with its landscape architect, Ja Pomero has met on two occasions with
the Cit plannin staff, and has worked with independent consultants to furnish studies on the
impact of a stadium sound s the potential for stadium-related traffic con and an
evaluation of parkin needs to support stadium use. All of this has enabled the School District to
better respond to, and address, y our concerns,
Stadium --- Li
The plan calls for (4) 90-foot poles, located at the ends of each bleacher, visitor and
home sides. As discussed at the earlier meetin the taller poles will reduce horizontal
g lare and the li spilla be the field. Pro maximum avera spill li
reachin the hi school's southerl boundar (the location of'the closest residences to
the stadium is estimated at well below 1.0 foot candle (as compared to an avera hi
of nearl 63.0 foot candles within the stadium pla field itself. Due to fundin issues
the li ma be done at a future time. If li is not available, the stadium
activities will take place in the afternoons or earl evenin
Public Addre stem
In an effort to address understandable concerns over the potential for noise associated
with a public address s our consultant has recommended a s desi
includin t and location of speakers, that should reduce an public address s
sounds which ma be heard in the nei In response to q uestions which were
raised durin our Januar 2 meetin we discussed with our sound consultant the
effectiveness of constructin walls or plantin trees to serve as sound buffers. We have
been advised that such efforts would not be meanin effective, and that substantiall
g reater noise abatement can be realized throu careful desi and selection of the
public address s itself.
Althou we will be plantin additional trees alon the south berm in part to address
y our concerns, we understand that these trees will serve more as a visual barrier than a
sound buffer.

Event Parki
As mentioned above, we additionally commissioned a parking study by an outside
parking consultant. our consultant has advised us that the high school site currently has
a sufficient amount of parking to accommodate the majority of stadium events. We
anticipate that there may be one football game a year during which we would require
added parking. To address this additional parking need, and to ensure that neighboring
property owners will not be afflicted with unwanted on- street parking, we will be
providing shuttle services from other off - street parking locations, possibly including
Stillwater Jr. High. we have also discussed with the city the possible need for additional
posting of "no parking" signage for the comfort and convenience of area homeowners.

Based upon information furnished by our outside traffic consultant, we believe that traffic
flow, both before and after even the most heavily attended stadium events, will be well
within the capabilities of the existing street and intersection design. Reduced traffic
impact is expected to be enhanced by the use of parking shuttle services for heavily
attended games, and by the use of off -duty police officers and parking attendants to
achieve an orderly traffic flow.
Water Drainage/Runoff
We have applied to the valley Branch Watershed District for a permit. The application
will be reviewed at the February 28, 2002 watershed meeting. The stadium improvement
design it will includes a water infiltration area specifically to address concerns over any
potential drainage or runoff problems resulting from the stadium construction.
