As you requested, this a short note confirming that the Valley Branch Watershed District (VBWO) Board of Managers
approved a permit for the stadium improvements at the high school. The VBWD permit was approved on March 14, 2002
and is currently being processed. Once the permit is prepared and signed, copies will be distributed to the appropriate
people - including a copy to the City of Oak Park Heights. l believe that the permit that was approved had the same
conditions as included in the draft permit review memorandum that you received.

PROJECT PURPOSE Construct bleachers and press box with supporting pavement walks and peas
WATER MANAGEMENT CONCERNS
The proposed project is around the existing track and field. The site drains to "south pond," through Blaokwoods
development, and eventually to Cloverdale Lake. Draioage patterns are not proposed to chi because of the
project. See the attached figure for a schematic of the drainage pats. The project proposes to add 0,9 acres of
new impervious surfaces.
Rate
The project will not increase the peak discharge rates leaving the site. (A 04 ds increase in the peak
discharge rate is estimated for the 10 -year desk storm, but this is less than 2% of an increase and within
modeling error)

Instead of the traditional water quality ponds with permanent pools of per, the applicant is proposing two
infiltration fiches and one infiltration basin. After runoff drains through these fetes, it is conveyed
through storm sewer to the "south pond," which provides additional water quality treatment prior to the runoff
entering Clovad ale fie.
Flood Layela and Minimum Floor Elevations
No homes are proposed.
WETLAND CONCERNS
No wetlands appear to be within the c oustctron limits.
EROSION CONTROL CONCERNS
Silt fencing is proposed at the appropriate locations. Grading activities should be phased so that the infiltration
areas are cleaned after grading is complete. A disturbed areas should be vegetated within 14 days Of final

SUGGESTED SPECIAL CONDITIONS
1. Drainage easements shall be granted to the City of Oak Park Heights which cover land adjacent to the
pondin wetland area up to its 100.year flood elevations and which cover all ditches and storm sewer.
Acres easements to these drainage easements shall also be granted to Oak Park Heirs, The City of Oak
Park Heights shall be responsible for all maintenance within drainage easements. The 100-year flood
elevation for the infiltration aches and infiltration basin on the site are Elevation 936.0 feet and Elevation
935.3 feet, respectively.
