REPORT ON PLANS
Plans and specifications on plumbing: Joseph's Family Restaurant Addition, 14608 North 60th Street,

SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to
which this plumbing system is connected. The review is based upon the supposition that the data on which
the design is based are correct, and that necessary legal authority has been obtained to construct the project.
The responsibility for the design of structural features and the efficiency of equipment must be taken by the
project designer. Approval is contingent upon satisfactory disposition of any requirements included in this
report. Special care should be taken to insure that the material and installation of the plumbing system are in
accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and
specifications should be retained at the project location for future reference.
Enclosed is a copy of the report and transmittal letter to be forwarded to the project owner.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements
of the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air
test at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the
code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of
the finished plumbing inspection. It is the responsibility of the contractor/installer to notify the State Health
Department when the installation will be ready for a test and inspection. To schedule inspections, contact the

REQUIREMENT(S):
1. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules,
part 4715.0320).
2. Double wyes may not be used for drainage fittings in the horizontal position (see Minnesota Rules,
part 4715.2420, subpart 3). The bathroom floor drains are shown to be served with double wyes in the
horizontal position on the submitted waste and vent riser diagram.
3. The combination fire protection/domestic water service shall comply with the backflow protection
requirements of AWWA-M14, Chapter 6 (1990) with the exception that the following statement is deleted
from section 6.3: "At any time where the fire sprinkler piping is not an acceptable potable water system
material, there shall be a backflow-prevention assembly isolating the fire sprinkler system from the potable
water system."

4. Full-way valves must be provided at the water service entrance to the building and on the discharge side
of the water meter (see Minnesota Rules, part 4715.1800).
5. The maximum water volume per flush of a floor-mounted water closet shall be 1.6 gallons. Water closets
shall comply with American National Standards Institute A112.19.6-1990 (see Minnesota Statutes,
Section 326.37, subpart 2).
6. Equipment used for heating water or storing hot water shall be protected by approved safety devices in
accordance with Minnesota Rules, part 4715.2210 and part 4715.2230. Verify that pressure and
temperature relief valves exist.
7. PVC plastic pipe used for the drain, waste, and vent system shall comply with ASTM Standard D 2665,
D 2949 or F 891.
8. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to
the pipe and cement (see Minnesota Rules, part 4715.0810, subpart 2).
9. Ductile iron pipes used for the water service system must meet ANSI Standards A21.15 or A21.51 or
AWWA Standards C115 or C151.
10. The copper water distribution piping must meet ASTM Standard B 88.
11. All solder and flux used for the potable water distribution systems shall contain less than 0.2 percent lead.
Use of 50-50 solder or flux containing more than 0.2 percent lead is prohibited in potable water
distribution systems. Any solder other than 95-5 tin-antimony or 96-4 tin-silver must be specifically
approved by the administrative authority prior to use (see Minnesota Statutes, Section 326.371).
12. The water piping system shall be disinfected in accordance with Minnesota Rules, part 4715.2250.
13. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820.
NOTE(S):
1. The scope of this project consists of constructing an addition onto an existing restaurant. Installation
includes a water heater and bathroom fixtures.
2. The building is served by existing municipal sewer and new municipal water services.
Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily
mean that recommendations or requirements for change will not be made at some later time when changed
conditions, additional information, or advanced knowledge make improvements necessary.
