Carpenter Rider, Beni-iett, E & Arundel 333 South 7"' Street Suite 2000 Minneapolis, Minnesota 55402 Re: Stillwater School District Application for Amendment to Conditional Use Permit and Variances Your File No. 16981-102 Our File No. 01501 -9695 Issuance of CUP Permit and Variance Dear Ms. Boulton and Mr. Carpenter: I am in receipt of y our correspondence of April 24, 2002 directed to Ms. Danielson. I appreciate the school district's desire to process the permits in a timel fashion. In order to accommodate that, the Cit will re several of the documents that are referenced within the Conditional Use Permit to be provided and to be on file within the Cit offices before the actual permit or an buildin permit to be issued thereto can be issued. Those documents to be filed with the Cit will consist of the followin 1. Pursuant to Para 5 of the permit, if it has not alread been done, a final Li Plan to be provided b the district indicatin the provisions for li of the area between the parkin lots and the entrance g ates and bleachers. 2. Para 7 of the permit references the district's proposed Emer Evacuation Plan for the stadium. If it hasn't alread been completed, a final draft of the Emer Evacuation Plans submitted to and approved b the Police Chief of the Cit of Oak- Park Hei must be provided with that plan. bein on file with the Cit of Oak Park Hei Police Department. Per Paragraph S of the permit, the district is required to provide a formal plan for the securing of satellite toilet facilities to the ground, which must be subject to and receive the approval of the Building official of the City of Oak Park Ieights. 4. Pursuant to Paragraph 9 of the permit, if the district plans to install any signage relative to the stadium facility, all signage must comply with Section 401.15.01 of the Zoning Code and will be subject to City review and approval. we r econunend that you provide a Signage Plan relative to same at the time of the request or application for the building permit if, indeed, the sign construction will be implemented as part of that construction. 5. Pursuant to Paragraph 10, in the event that the district intends to change, alter or replace the existing scoreboard a new plan will have to be submitted for that structure; however, it was your previous representation that the existing scoreboard would be used and there would be no modifications to same and, if that is the case, no further applications would be required relative to that issue. 6. Paragraph I I of the Conditional Use Permit requires a formal Landscape and Transplanting Plan be submitted to and approved by the City Arborist. 7. Paragraph 12 of the permit requires that drainage calculations for the proposed changes to the site be submitted to the City Engineer for his review and approval.. we assume that the sane has already been done, but if there are any changes or modifications necessitated as a result of Valley Branch comments or modifications to their permit as issued, those should be promptly submitted to the City Engineer, as well. 8. Paragraph 14 of the permit references the district's provision of the Parking and Traffic Management Plan. The final plan must be submitted to and signed for approval by the City Administrator and the Chief of Police and be placed on file with the City for public review. 9. Paragraph 15 as reaffirmed by the City Council at their April 23, 2002 meeting deals with the issue of future concession and restroorn facilities and their construction on the site. Carpenter April 25, 2002 Page 3 commitment in writing fr om the D e p ar tment of Administ rel a t ive to the Building Code compliance requirements for restroom facilities, we would require that you file a copy of sable with the City of Oak Parr Heights Building Department so the City's file on the matter can be complete. After the above - referenced plans have been completed �1l1d bled with the City and approved by the respective staff to which they have been assigned, a final Conditional Use Permit will be issued and application for building permits may be processed.
