Mr. Torseth advised his counsel that he would be willing to accept the payment of the sum of $2, 000. 00 for the easements to be acquired as it affects the Cloverdale Partnership property. This is not based on any appraisal that they have obtained that I have seen, and I tend to think it is perhaps a knee jerk reaction to the appraisal that was completed and prepared by the City. The statute does allow Mr. Torseth the opportunity to secure a second appraisal for which the City would be obligated to pay the sum of $500. 00 towards, should he desire to do so. Consequently, the minimum of the City's outlay with regard to these easements could run $1, 500. 00 and if he should secure an appraisal that would differ in opinion from the value of the taking involved than was originally established within the City's appraisal, there could also be some degree of further negotiation in the amount.
