1. Various Development Items:
NA Properties(Kohl's)has resubmitted their phase II plans-for concept/general plan review.Will be on
the April planning Agenda.
The Planning Commission voted to delay any consideration on the East Oak Project until additional
information was provided on the access across private property and requested that the project be brought
into compliance on Density(reduce units from 32 to 26),reduce overall building height and increase
setback distances.
KFC/Taco Johns has still not provided complete color samples-as requested by the Planning Commission
and the Council,as such no permits shall be issued until such time.
2. HWY 36 TAG/RESOLV Process
The TAG meeting was held on Wed evening to further discuss Concept F refinements.GENERALLY,the
meeting held quite a heated debate regarding moving forward with Concept F or potentially going back,to
some degree,to the Partnership Study to evaluate other Concepts.One clean item that did come from the
meeting was an interest of the some of the TAG members was to move the discussion to the various City
Councils for update and feedback.
Consequently,I received a phone call from Todd Clarkowski,MnDOT asking that the City hold a meeting
w/MnDot.My response was that I would like the request in writing and indicating the reasons for the
meeting and what outcomes they are seeking.That letter is attached hereto.MnDOT would like to discuss
the Project with the City Council at the March 23,2004 Council Meeting either in regular session or in a
televised workshop.Maps,as attached,distributed at the last TAG meeting were to be discussed and would
be part of the discussion with MnDOT in their worksession.

• Letter to Don Bromen,Kingwood Management-RE:available land in OPH for commercial
development.
3. Report from Bayport Fire Department
As request,enclosed is a year-end report of the total number of fire/EMS calls in OPH. While this
information is helpful,perhaps additional background into the location of the EMS runs is important as
well as previous annual reports to determine trends.
4. Denny Hecker-Cadillac/Former Amoco Site
There are now USED CAR FLAGS being flown at this site.These are in violation of the City's ordinance
401.15 G.5.(o). The appropriate notice has been sent to the dealership.
