However, I can confirm that our policies specifically apply to "Public Buildings" as defined in M.S. 16B.60. This includes public school district building projects valued over $100,000, such as the Stillwater stadium project you described. In addition, the purpose of the policy was to enable the installation of bleachers without having to construct permanent toilet facilities specifically to serve the bleachers. We believe it was not in the public's best interest to require literally dozens of toilets and sinks for both men and women for an infrequent seasonal use. We stand behind this policy. Please confirm that the Bleacher Policy, PR -04 does apply to the proposed Stillwater Area High School Stadium, which is a public school district project valued over $100,000. Additionally, please confirm that the policy does not require permanent restroom fixtures, and that the policy does allow for portable restroom facilities for an outdoor bleacher stadium such as the proposed Stillwater Area High School Stadium.
