The second part of the packet contains a proposed resolution for Cit Coinicil action and a cop of the Planning Comniission recommending resolution of 3/4/02. The Mayor has brought forward these issues for consider ation prior to the stadium review by the City Council at their March 26, 2002 meeting. A. The Mayor has questioned whether the City should require additional parking stalls to be constructed at the High School in conjunction with construction of a stadium. The School District (District) has indicated that with the existing and proposed stalls on site and implementation of a Parking and Traffic Management Plan, the issues of high school and stadium parking for highly attended events will be solved. With some minor modifications proposed to the existing bus corral parking area, the District will have a total of 992 parking spaces on campus. With a December 2002 projected enrollment of 2,275 students, the parking requirement for the High School, under the December 1991 conditional use permit approval, would be 910 parking stalls. Also, based upon Zoning Ordinance requirements, the requirement for a stadium would be 488 parking stalls. The District's solution to this issue is to schedule events such that there is limited overlap in utilization of parking stalls between the activities of the school and stadium events. The District further recognizes that for a highly attended stadium event of 4,500 persons, a parking demand from 1,280 vehicles to 1,800 vehicles, depending upon vehicle occupancy, would be created. As a result, off -site parking, implemented through the Parking and Traffic Plan, would need to be utilized. The Mayor sugge that the District add stalls so that re is between 1,200 to 1,500 parking spaces on site. While the 1991 conditional use permit approval sets a ratio of one stall per 2.5 students, it also suggests that the City can consider the transportation , p and parking needs of the facility based upon usage. The language of that approval condition is as follows: "H. Parking, Parking shall be initially constructed to that which is shown on Area Site Plans dated September 3, 1991. The City may require the Applicant to upgrade or add additional parking spaces so as to provide for additional growth or use of the facility to be constructed by the applicant as student populations increase. The ratio to be used to require additional spaces shall be one parking stall per 2.5 students. Actual usage of the school parking facilities and plans by Independent School District No. 834 to effect a limitation on car transportation /parking needs of the facility shall be considered by the City of Oak Park Heights with regard to future review of parking facilities." Based upon current utilization of parking for day -to -day activities of the school, and the possible addition of the stadium, the City Council should consider whether approvals of a stadium should be conditioned on adding additional stalls on site. B. The Mayor also questions whether the utilization of off -site parking lots requires M conditional use permit approval and conformance with the conditions in Section 401.1 b. F.11 of the Zoning Ordinance. That section allows for off -site, off - street parking to be utilized to meet the requirements of the Zoning Ordinance through approval of a conditional use permit. Staff had determined that the High School and stadium met the parking requirements of the original conditional use permit approval, thus not requiring an additional conditional use permit. One of the conditions of allowing off -site parking is that the stalls be located within 300 feet of the main public entrance of the use being served. The City Council should determine if there is a need for an additional conditional use permit required to allow off -site parking. C. The Mayor questioned whether a shuttle bus system will work for highly attended events at the High School. He was concerned that people would not be informed of the option or that they would be unwilling to take the extra time required for transport to the stadium. Board Authorization The Mayor questioned whether the School Board had officially authorised staff to move forward with the application for a stadium at the High School. 2 Design Guidelines As indicated in the planning report, compliance with the Design Guidelines is not required for structures zoned 0, Open Space. The Mayor questions whether the proposed design of the stadium is acceptable in that it does not match the materials of the High School building. He indicated that the Design Guidelines use the High School building as an example for architectural style, colors and materials. The bleachers and press box are metal and are proposed to be either black, red or silver. Section 401.15.D of the Zoning Ordinance indicates that `=the same or similar quality exterior materials shall be used in the accessory building and the principal building." The High School building utilizes brick, glass and standing seam metal roof panels for its exterior covering. The metal bleachers and press box are of a similar quality exterior material to the roof panels of the High School building. The City council should indicate whether the stadium is compatible or of a similar quality exterior material as the High School structure. Stadium Lighting The Mayor had questioned whether the four stadium light poles would require light beacons. Information was provided by Jay Pomeroy of Anderson - Johnson Associates inc. that the poles are less than 200 feet in height and are of an adequate distance from the Lake Elmo Airport that no beacon lighting is required. The Mayor had also questioned what color had been proposed for the poles. p p p Mr. Pomeroy indicated that the poles would be painted silver. The City does not have an ordinance requirement for color of light poles, but we routinely specify a bronze color for light fixtures and poles in development projects. Additionally, we require antenna and tower structures under 200 feet to be painted silver. In order for the poles to blend better with the sky as a background, the silver color would be preferred. Food Concessions The Mayor questioned if the District would provide any type of portable concession stands for stadium events. His concern was if Washington County health standards would be complied with. Mike Brabender, representing the District, has indicated that the concession stands would be operated by a booster club and would compl y with all health standards. Rest Room Facilities The Mayor felt that rest room facilities should be required for the stadium at time of construction as part of the amended conditional use permit approvals. Similarly, outside this "window", there may well be some need for additional interim crowd control measures. In this regard, the District will probably need to hire additional Security Personnel to perform that function. It makes sense however to allow the District . the flexibility to manage its traffic control and crowd control resources effectively. Realistically, the establishment of inflexible rules in this area will make it difficult for the District to respond to actual. conditions during a Stadium event. Little benefit is afforded the City, the District, the community, or the tax payers to require the District to have excess Security Personnel on band, or to overly limit or control the District's utilization of such resources during an► actual event. e. Mr. Swanson is correct in noting that both the Parking and Traffic Management Plan . Emergency Evacuation Plan refer in selected instances to "Secrity Personnel, if any". The purpose behind these references is not to undercut the mandatory obligation set forth in Section 3 of the .Parking and Traffic Management Plan. Rather, it is simply a recognition of the fact that both plans are intended to also govern situations (i) where Security. Personnel are not required by the City for y � traffic management pu,rpo s es (Le., non -highly attended events), and (ii) where Security Personnel may similarly not be required by the District for either traffic management or security purposes. Given the variety of events that will be held in the Stadium (both known and unknown at this time) it is reasonable to expect that certain events will require little or no traffic management or security coverage. The difficulty is in prescribing those oil stances In advance in such a manner as can be usefully irnplemented i in the future, At some point, discretion needs to be left to the District to make plans in accordance with the needs generated for each particular event.. SECTION 2902 — NUMBER OF FIXTURES 2902.1 General. The number of plumbing fixtures within a building shall not be less than set forth in Section 2902. EXCEPTION: Hotel guest rooms may have one unidentified toi- let facility. Additional water closets shall be provided on each floor for each sex at the rate of one for every additional 10 guests, or frac- tional part thereof, in excess of 10. Dwelling units shall be provided with a kitchen equipped with a kitchen sink. Dwelling units, congregate residences and lodging houses shall be provided with a bathroom equipped with facilities consisting of a water closet, lavatory, and either a bathtub or show- er. Each sink, lavatory, and either a bathtub or shower shall be equipped with hot and cold running water necessary for its normal operation. SECTION 2903 — ALTERNATE NUMBER OF FIXTURES As an alternate to the minimum number of plumbing fixtures re- quired by this chapter, see Appendix Chapter 29, When adopted, as set forth in Section 101.3, it will take precedence over the re- quirements of this chapter. SECTION 2904 — ACCESS TO WATER CLOSET STOOL The water closet stool in all occupancies shall be located in a clear space not less than 30 inches (762 mm) in width. Division 4 structures other than Type 1.1I-N and Type V-N grandstands, bleachers, reviewing stands and folding and tele- scoping seating of open skeleton - frametype without roof, cover or enclosed usable space are not limited in area or height. Erection and structural maintenance shall conform to these spe- cial requirements as well as with other applicable provisions of this code, When the space under a Division 4 Occupancy is used for any purpose, including means of egress, it shall be separated from all parts of such Division 4 Occupancy, including means of egress, by walls, floor and ceiling of not less than one -hour fire - resistive construction, EXCEPTIONS: 1. A means of egress under temporary grand- stands need not be separated. 2. The underside of continuous steel deck grandstands when erected outdoors need not be fire protected when occupied for public toilets. The building official may cause Division 4 structures to be rein spected at least once every six months. Grandstands, bleachers or folding and telescoping seating may have seat boards, toeboards, bearing or base pads and footboards of combustible materials regardless of construction type. With respect to Non-Highly Attended Events, the District, or Stadium Event organizers or sponsors ( in the case of events sponsored by other than the District), shall implement such marketing and parking informational strategies as the District or such Stadium Event organizers or sponsors deem reasonably prudent and effective to inform Stadium Event attendees of applibable event parking arrangements, including without limitation the following: The prohibition against curbside or other parking in other than On -site and Off -site Parking Lots, together with such other parking restrictions related thereto as may be communicated by the City to the District from time to time. (ii) Such other marketing and /or parking informational strategies as the District deems appropriate under the circumstances. j Ma rketing And Parkin infer atonal Strategies. Such marketing and parking informational 'strategies may include g p 9 g y inGl U any of such efforts as (i) newspaper and /or radio advertising, (ii) postings at District school, or such other organizer or sponsor, facilities, (iii) District, or such other organizer or sponsor, website postings, (iv) informational flyers to District students and/or other prospective attendees, (v) notifications to season ticket holders, (vi) informational notifications to school districts for visiting teams ( in the case of game events) or otherwise to groups or entities sponsoring or representing,potential attendee groups (in the case of non -game events), or (vii) such other or additional strategies as the District, or such other organizer or sponsor, determines, from time to time, to be useful and effective. Section 3. • Intersection Traffic Management, The District, or Stadium Event organizers or sponsors (in the case of events sponsored by other than the District), shall provide a minimum of four (4) Security Personnel for all home football games and all Highly Attended Events to perform the following duties with respect to traffic management: (c) (i) (a) Security Personael shall direct traffic at the following intersections and parking lot entrances (or as needed at other locations): .w.rs�r r 3 IRIDEit 6ENN, 7T' EcANdAkUNDEL t TH 5158 Street; ( ii) 58 Street/Neal Avenue; ( iii) the right -in /right -out entrance /exit on TH serving the westerly on -site Parking Lots; and (iv) the easterly entrance /exit on 58th Street. Section 4 below, Security Personnel shall monitor the availability of parking spaces within the Can -site Parking Lots and, as necessary, shall close such On -site Parking Lots and post appropriate temporary signage all On -site Parking Lots entrances and/or those intersections identified in (a) above, advising potential event attendees when the On-site Parking Lots are full, and directing su ch_ potential attendees to any alternative Off -site Parking Lots. The District, or Stadium Event organizers or sponsors (in the case of events sponsored by other than the District), shall utilize fla g persons for all Highly Attended Events to perform the following duties with respect to on -site Parking Lot management: Such flag persons shall work in coordination with Security Personnel performing traffic management duties in accordance with Section 3 above, to direct traffic flow within the On -site Parking Lots for all Highly Attended Events. ( b) Such flag persons shall monitor the availability of parking spaces within the on -site Parking Lots and, as necessary, shall close such On -site Parking Lots and post appropriate temporary signage at all On -site Parking Lots entrances and/or those intersections identified in Section 3(a) above, advising potential event, attendees when the On --site Parking Lots are full, and directing such potential attendees to any alternative Off .site Parking Lots. Section 1. Defined Terms. "City" means the City of Oak Park Heights, Minnesota. "District" means Independent School District No. 834. "Emergency" means, in the case of a Stadium Event, any event or occurrence which presents in the reasonable judgment of the then acting Responsible Officials an emergency situation creating a substantial risk of endangerment of the life, safety or security of attendees at such Stadium Event, including both players and spectators, such that Emergency Evacuation is deemed in the reasonable judgment of such Responsible Officials to be necessary or prudent for the protection of such attendees. An illustrative list of such emergency situations includes, fire, violent weather (including thunderstorms, dangerously high winds or tornado activity), bomb scares, terrorist activity, flash floods and other similar occurrences. "Erngency_gvacuation" means any evacuation of the Stadium in connection with any Emergency, as a result of, or pursuant to, the decision of the then acting Responsible Officials. "Er enc Evacua Plan" means this emergency evacuation plan, or such amended emergency evacuation plan as may be adopted from time to time hereafter, whether as a supplement to, or in replacement of this emergency evacuation plan. "Emergency Exits" means the following entrance /exit gates located at the Stadium (ail as depicted on Exhibit A attached to this Plan): (a) the main entrance /ex'rk gate located at the northerly end of the Stadium; and (b) the emergency access gate, located at the northwesterly end of the Stadium and proximate to the visitors' bleachers. "Evacuation Sta in Areas" means those open areas located within the Stadium and immediately �to the north and south of each of the home and visitors' bleachers (all as depicted on Exhibit A attached to this Plan). "Stadium" means the Stillwater High School Stadium, located at 5701 Stillwater Boulevard North, Oak Park Heights, Minnesota. "Stadium Event" means any formal event held within the Stadium, whether District sponsored or otherwise formally sanctioned or permitted by the District. p Y Section 2. Evacuation Protocol. Upon the occurrence of any Emergency resulting in the decision by the Responsible Officials to declare an Emergency Evacuation,lhe following rules shall apply: (a) p rom Y All attendees shall be promptly instructed to immediately depart the p bleachers and other Stadium areas in an orderly manner, and shall be provided such other directions as may be appropriate under the circumstances. In the event the Stadium public address system is in use for the applicable Stadium Event, the public address system announcer shall provide such instructions. if the public address system is not in use, or if for any reason such system is not then operational, the Responsible Officials, with the assistance of any Security Personnel, shall provide such instructions. (b) All Security Personnel, if any, or such Responsible Officials, in the absence of any Security Personnel, shall immediately assist in directing spectators out of the bleachers and into the closest available Evacuation Staging Areas, and shalt otherwise assist in facilitating a prompt and orderly evacuation of the Stadium by way of the Emergency Exits. c) If, in the opinion of the Responsible Officials, the applicable emergency conditions warrant providing emergency shelter to the attendees, such attendees shall be directed to the school building entrance serving the gymnasium areas, and such attendees shall be encouraged to seek shelter within the gymnasium areas for their safety and security. 810018- 2 RIDE* 1.1 r E GAN14 A RUN 13 E Section 3. Emergency Exits/Evacuation taging Areas. At all tunes during any Stadium Event the Emergency Exits and Evacuation Staging Areas shall remain free of any temporary or .permanent, physical obstructions so as to facilitate unhindered egress from the Stadium in the event of any Emergency Evacuation; provided, however, location of one or more trash receptacles within an Evacuation Stagin g . Area shall not be deemed a temporary or permanent physical obstruction for purposes of this Section. Section 4. .rrier enc Instruction/Training. The District shall undertake the following instructionalftraining steps in connection with the implementation of this Emergency Evacuation Plan: (a) The District shall incorporate this Emergency Evacuation Plan in all appropriate emergency instruction and training programs which May be conducted by the District for District personnel from time to time. (b) In the case of Sthdium Events other than District sponsored . Stadium Events, the District shall furnish a copy of the Emergency Evacuation Plan to the Responsible Officials designated by the sponsoring entity.
