FILE NO: 236.02 — 15.02 Dear Mr. Colvin: The City is in receipt of your a pp lication materials submitted on March 17, 2015 for improvements at the St. Croix Valley Wastewater Treatment Plant in Oak Park Heights. The application consists of a Conditional Use Permit for upgrades to aeration piping and outfall piping at the plant. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by April 1, 2015: 1. Provide mailing labels from Washington County, 500 feet from the property lines. 2. Provide a narrative with a more detailed description of the project with timelines for construction. 3. Provide a legal description of the property. 4. As indicated in the email from Kathy Widin, the City Arborist, the following is required. "The tree inventory included only the construction area, not the whole site. In order to calculate the Tree Replacement Requirement for this project, per the Oak Park Heights Tree Protection Ordinance, an inventory of all the significant trees (deciduous trees 8 in. in diameter and greater (silver maple and cottonwood in floodplain area 12 in., or evergreens 10 ft. tall and greater) would need to be done for the entire property. A value needed for the Tree Replacement Requirement calculation is "total diameter inches of significant trees situated on the land". The trees being preserved on the rest of the site would reduce the tree replacement requirement for the project." Kyle Colvin Page 2 Staff reviewed the application materials at a meeting on March 25, 2015. We would invite you and your representatives to a staff meeting on April 1, 2015 at 10:30 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for April 16, 2015 at 7:00 PM in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
