We have no major concerns regarding the rezonings. However, we request the opportunity to review the preliminary plat, site plan, and grading and drainage plan for the Americinn Motel. We also request the opportunity to review the grading and drainage plan for the Stillwater Area High School parking lot addition and changes when available. We would further like to take this opportunity to remind the city of certain stipulations regarding development of property adjacent to MnIDOT right of way. • If property adjacent to Mn/DOT right of way is to be platted, the preliminary plat must be submitted to us for review, along with a site plan and grading and drainage plan if prepared. This must occur before we will issue any permits. ▪ We require a MnIDOT access permit for access to or across state highways or right of way, including MnIDOT owned frontage roads. A change in the intensity or type of use of an existing entrance also requires a permit. • We require a Mn/DOT stormwater drainage permit for any change in rate of runoff to trunk highway right of way, or any alteration of trunk highway storm water drainage systems. Tom Melena August 12, 1999 page two Any other use of or work within MnIDOT right of way, including but not limited to grading, utility work, and landscaping, also requires a permit. The permit necessary depends on the nature of the proposed work. Please send copies of proposed plats and site plans to Sherry Narusiewicz, Local Government Liaison Supervisor, at the above address.
