BACKGROUND
Stillwater Area Hi School is re a CUP to allow 97 additional parkin stalls.
Reconfi the parkin lot b addin pavement area and chan curbin would create
67 parkin stalls. Another 30 stalls would be created b restripin the bus loadin area.
When the site plan was approved in 1991 our office recommended a parkin ratio of one
student per two parkin spaces. A pro enrollment of 2,000 students y ielded a
re of 1,000 stalls. The Cit Council a to allow the school to install at least
800 stalls and add the additional 200 stalls at a time deemed necessar b the School
District and the Cit Existin at the school currentl are 809 parkin stalls. With the 97
proposed additional stalls, 906 parkin stalls will exist on the site.

ANALYSIS
Parkin Demand. The school has stated in a letter attached as Exhibit B that enrollment
increases have created a need for additional parkin In addition to providin additional
parkin the school plans to lessen demand for parkin b limitin the number of dail
passes available and b re students that attend classes for part of the da at
Intermediate District 916 to use school-provided transportation. At this time, the school
has no plans to add a si area to their present parkin lot. Instead, the are tr
to make the best use of existin space.

Coirculation. The stripin for the bus parkin stalls on the east side of the buildin is
proposed to be shortened to allow parallel parkin across from the bus parkin The bus
stalls are proposed to be reduced from 55 feet to 40 feet in len from the curb to th4
drive aisle. This len should continue to provide sufficient maneuvering space.
The curbed island on the west side of the buildin is proposed to be reduced to allow nine
additional stalls. The desi should be revised so that the curbed island extends the
len of the parkin stalls at the north and south ends of the island. This revised desi
will eliminate the need for dia stripin at both ends of the curbed island and will better
cattrol, traffic circulation.

south sides of the buildin are for staff parkin onl This will limit the amount of traffic
around the school and minimize the amount of conflict with bus circulation. The parkin
created near the west entrance of the buildin is proposed to be for visitors onl Staff and

Landscapin No additional landscapin is proposed and existin landscapin is
minimall affected. A couple of j uniper shrubs will be removed from the landscaped island
at the west entrance.
Li Li will be minimall affected. One li standard will be relocated behind,
the new curb north of the school. Other li will remain as it is.
Based upon the precedin review, our office recommends approval of a CUP to allow
additional parkin at Stillwater Area Hi School subject to the followin conditions:

Growth in student population and the concontant staff and services that accompany student growth
have affected the capacAy of our present parking lot to serve the parking needs of our school facility.

st aff , r e t ud e , and visitors.
Cu Uprft P 22ulation : We have a student population of approAm 2200 students and over 165 staff
(including tow ers, adminLstrat counselors, cu stodians, cooks, paraprofessionals and secretaries
who service these students.
Nis We need additi parking for staff and visitors. Creating addWnal parl&g for these groups
will free up spas that can be made available for students who drive to school. Aiiov ing staff to park
along the perimeter of the building mould make available nearly 70 addibonal pang s in the
"Student/Staff tot" for student parking. A n additional eight (8) v si'tor parking spades should help
eliminate short term pad frig in the f lane in front of the Administration entrance to the school. These
changes require a moacaton of our current CUP.
Administ ha aees. Several adminiAmtive changes should help reduce the number of students
dying to school. (1) The number of daily parking passes will now be limited to 25. In the past
anywhere from 50 to 100 passes mmre being issued on a daily bads.. (2) St who attend gasses
for part of the day at Inten nedlate District 915 will be requ ired to use scho&p ov i ded transportation.
This should reduce the number of st.udenis mho want to drive to spool so as to transport themselves
and others to 918. They will not have that oon.

District budget priorities require funds be allocated for more urgcz n Next summer, the lot will be
resealed and new lines painted. We will look to make tb.e best use of existing space when relining the tot.

committee to develop polies and procedures that arc Ur and reasonable in governing our parld ng lot; and
we will coopemte with Oak park Heights police to ma nWxaing a safe parking and diving area around our
school.

STUDLi T PARKING REGULATIONS AND PROCEDURES
Driving a motor vehicle is a large responsibility. Because taxpayers, via Independent School District 834,
provide free transportation to and from Stillwater Area High School and Intermediate School District 916,
driving to school is a privilege, not a right. Students who desire to take advantage of the privilege must
abide by all State of Minnesota, City of oak Park Heights, and Stillwater Area High School regulations.
GENERAL INFORMATION
Availability: The number of requests for parking permits exceeds the space available; therefore, we cannot
guarantee a parking permit for every student who requests one. If a student has purchased a permit to park on
campus, we guarantee space will be available.
Seniors will have first priority in purchasing permits, then juniors. If there are any annual permits available after
juniors and seniors have had an opportunity to purchase their permits, sales will be open to sophomores.
(Availability to sophomores is new this year and based on the recommendation of the Student Parking Lot
Committee.)
Dgily 1'e miU A daily permit is available to students who do not drive to school on a regular basis, but may
need to drive to school Y on a specific day because of an appointment, etc. 'These permits must be purchased in
advance in the Junior Center for a fee of $1.00. only 25 permits will be available for daily parking, and
students must park in the area designated for daily parking,
o t: Students may purchase an annual permit for $100.00. This will assure students have a parking spot for
the 1999 -2000 school year. when permits sell out, a waiting list will be formed and students may purchase
permits, as space becomes available during the school year.

Refunds Students who purchase an annual permit, but discontinue driving to school during the year, may
receive a refund by removing their annual permit and turning it in to the Junior Center. A refund will be issued
according to the following schedule:
# Students turning in their permit any time during first quarter will receive a refund of $75.00.
+ Students turning in their permit any time during second quarter will receive a refund of $50.00.
* Students turning in their permit any time during the third quarter will receive a refund of $25.00.
+ No refund will be issued for permits returned during fourth quarter.
Edon- transferable Permits may not be transferred from one student to another nor may a student sell his/her
permit to another student.
R,eDlacement Lost or stolen permits may be replaced according to the schedule below:
+ Replacement cost during the first quarter - full price of $100.00.
+ Replacement cost during the second quarter - $75.00.
+ Replacement cost during the third quarter - $50,00.
+ Replacement cost during the fourth quarter - $25.00.
Car Pools: Special permits for car pools will be issued from Ms. Kruse in the Junior Center. Students
requesting a car pool permit must have the makes and license numbers of each car used in the car pool. one
permit per car pool will be issued and may be used only for those cars listed on the car pool application.
Students who begin the year in a car pool, but decide not to continue in the car pool, would. have to purchase a
separate permit if spaces were available. (See fee schedule above.)

Please be aware that the high school is in violation of the original Conditional Use Permit (CUP) issued by the City of
Oak Park Heights at the tithe of the cotzstruct~ion of the new high school. These violations relate to parking lot
configuration and compliance issues. ' Jic administration has been working to correct these violations since last
spring.
Issue Over the years, the high school has painted over yellow lines, taken down "no parking" sighs, striped areas for
parking that were originally designated "no parking," and reconfigured Eire lanes. .Although "permission" for some of
these changes was granted, any change had to go through a process re quiring a modification of our CUP with the City
of Oak Park H eights. That was not done. Consequently, th e City of Oak Park Heights has ordered District 834 to
correct all noncompliance issues or be prepared for the Cite Council to impose civil sanctions.
Effect on Staff Par : Returning to the configuration of the Conditional Use Permit means the following areas
return to "No Parking ": the curb along the ELC, the striped areas along the north side of the bu ilding by the
industrial technology suing, and the striped areas along the south side of the building by the practice fields and loading
dock. (In addition, the "10 Minute Parking" zone in the circle area in front of the school must be removed; it. is part
of the fire lane.)
Parkin.jZ Av "No Parking" in the above areas means chminating approximately 80 parking spaces that have
been used b staff f or at least the last two years. There are 1 spaces designated in the "Staff Only" lot by the tennis
courts. There are 208 spaces marked in the "Student/Staff Lot." These two areas are available for staff to park as we
begin the 1999 - 2000 school year.
Please note: All vehicles parked on catnpus must have a parking permit. "I'hese are available to staff, free of charge.
If you are a new staff member or if you '.gave a different vehicle from last year, please see V icki in the junior Center
and she will give you the form and issue you a staff permit. 'I'hese permits are for STAFF USE ONLY If you are a
staff member whose son or daughter attends SA IS and who will be driving a separate vehicle to school, that student
must purchase an annual permit and park in the student lot.
What's Reins Dote: First, the school district is taking immechate action to assure the parking lot is to co mpliance with
the CUP before school begins. Second, the administration is working with Central Services and the City of Oak Park
Heights to modify the CUP. Our goal is to make the ch.1 rages Necessary in restoring the parking spaces lost when the
conditions of the original CUP had to be reinstated. This process has been on -going since last spring and involves
approval and cooperation of the City Council of Oak Park Heights, the Planing Commission, and the School Board of
District 834. If approval of the engineer's plans occurs at all levels, work will begin as sooln as possible to
accon parking in the areas identified above.
