The conditional use permit was recommended with the five conditions found as attached. Representatives of the School District have objected to the exact language in conditions four and five, as recommended by the Planning Commission. City staff has discussed the conditions with the School District representatives and would propose the following conditions for consideration by the City Council at their September 14, 1999 meeting. The highlighted language represents changes from the Planning Commission recommendation. 1. The curbed island near the west entrance must extend the length of the parking stalls at the north and south ends of the island. 2. Two van accessible parking stalls should be provided with the new parking at a location to be approved by City staff. 3. Staff and visitor parking areas must be properly signed. 4. The additional 67 stalls and changes to the median areas to be created by the addition of paved surface shall be allowed only upon approval by the VaReyBr-neh City Engineer. 5775 WAYZATA BOULEVARD, SUITE 555 ST. The School District establish and enforce a plan for administrative measures to reduce the parking demand at the high school. The City and School District staff shall continue regular meetings to discuss and resolve concerns relating to parking, traffic and general building and operational issues at the Stillwater Area High School.
