Present: Mayor McComber, Councilmember Swenson, Councilmember Dougherty, Councilmember Liljegren, Councilmember Runk, City Administrator Johnson, City Attorney Vierling, City Engineer Mlejnek, and Deputy Clerk Pinski. Also present: Lee Mann from Stantec. 1. Call to Order: Mayor McComber called the meeting to order at 6:30 p.m. 2. Lee Mann from Stantec: Mayor McComber stated the City Council was concerned about stability of Stantec with the recent changeovers. She said they wanted one engineer to stay through the upcoming construction. Lee Mann from Stantec stated that the plan was that Cristina Mlejnek was going to be there for the long term. He stated he would do everything in his power to ensure that. Councilmember Swenson stated they were also concerned about the lack of communication when there were changes upcoming. Mr. Mann took note and stated communication would improve. City Administrator Johnson stated he would like the engineer to do more pulling rather than catching up, and he realized there was a learning curve with the new engineer. No action taken. 3. Street Reconstruction — Area D: Mayor McComber and Councilmember Swenson suggested the City do half of the road. City Administrator Johnson stated they could not do half of 65t" street. City Engineer Mlejnek stated they could do a step -joint on Osman Avenue. Johnson stated staff would have to go back to the contractor to get a new bid on alternate 5. City Attorney Vierling reported the change would be in the form of a change order. Councilmember Runk suggested taking 65' Street out of the project if Stillwater would not do it. Councilmember Swenson stated council would take action at their March 24 City Council meeting to decline the $10,000 request from Stillwater, get a cost estimate for half of Osman Avenue, and send a letter to the City of Stillwater requesting their participation in the project by April 21 because the City would be awarding the contract on April 28. No action taken. 4. Mayor McComber: She reported that the next Parks Commission meeting was set for April 20 at 7:00 p.m.; there was a vacancy on the Parks Commission and interested residents should contact City Hall; the Metro Cities Annual Meeting was set for April 16; the League of Minnesota Cities Conference registration was open; and Clean-up Day was set for May 2. Staff: Deputy Clerk Pinski reported that Tom and Lynn Foster of 5569 Ozark Avenue North and Lori Foley of 5646 Penrose Avenue North were chosen as the recycling award winners for the month of March. III. Visitors/Public Comment: Miriam Simmons, Board Member of Stillwater Area Foundation, notified the City Council of their Great Idea Competition to apply for grant funding. She provided a poster to be displayed at City Hall. Dennis Bloom of Stillwater Area Public Schools shared information on the upcoming bond request. He provided the City Council with a handout detailing the proposal. Mayor McComber asked if there was going to be a "Welcome to Oak Park Heights" sign at the bridge. Mr. Beer stated he would look into it. St. Croix River Crossing Project Update: Update: City Administrator Johnson reported that punch list items needed to be completed, and he assumed that would be done when the weather warmed up. He stated the City received a draft set of as-builts on elements that were not constructed to specifications. He stated staff would need to review those. B. Street Reconstruction Update: City Administrator Johnson provided the City Council with a draft Resolution ordering a Special Assessment Hearing. Councilmember Runk, seconded by Councilmember Swenson, moved to approve the Resolution as drafted. Roll call vote taken. Carried 5-0. Councilmember Runk, seconded by Councilmember Liljegren, moved to direct staff to write a letter to Stillwater in response to their letter from last week with appropriate language that the City declined their request for $10,000. Carried 5-0. Councilmember Runk, seconded by Councilmember Swenson, moved to direct staff to send a letter inviting the City of Stillwater to participate in Page 9 of 34 City Council Meeting Minutes March 24, 2015 Page 3 of 3 the street reconstruction project by April 21 since the City was awarding the project on April 28. Carried 5-0. Councilmember Liljegren questioned whether the City Council wanted to review that entire area regarding signage regulations. Mayor McComber also suggested reviewing the area where the sound wall was constructed. Councilmember Swenson, seconded by Councilmember Liljegren, moved to authorize staff to research the cost of improving the ordinance. Carried 5-0. B. Approve Developer's Agreement — Palmer Station Development — 13 Single Family: City Administrator Johnson reported that the City received a letter from Mick Lynskey regarding the storm water pipe installation request. Mr. Lynskey was present at the meeting and stated the he did not believe it was necessary, but if the City wanted it, he believed it should not be a private cost. Councilmember Runk, seconded by Councilmember Swenson, moved to approve the Developer's Agreement as presented. Roll call vote taken. Carried 5-0. VIII. Other Council Items or Announcements: None IX. Oak Park Heights does not have resources suitable to perform hot patching in house: therefore I am requesting that the Council authorize staff to hire RCM to apply hot patch to fill potholes on City streets. Streets such as. Norwich Parkway, the west end of 58th Street N and the intersection of Neal Ave stretching around to 60th Street N have developed potholes that cold patch simply does not fill permanently enough to mitigate the pothole problem. Generally, cold patch fills potholes temporarily in areas where traffic volume is low and the potholes are deeper than surface or "skin" patch potholes. The areas described have either a high volume of traffic or the potholes are not deep enough to effectively fill the holes with cold material. RCM applies hot patch using a specialized truck that mixes hot emulsion and chip rock and using a forced air system, sprays the mixture into the pothole. The end product is a very tightly compacted and thoroughly adhered mixture that binds with the existing asphalt to form a sealed patch. This forced air sprayed on/in pothole patch is effective and saves weeks of staff time by not having to revisit the same potholes again and again to replace cold patch that does not adhere to the hole. The potholes that were filled in 2014 using this method remain patched. To date, RCM is the only private company around the metro area that provides this specific service. To fill the potholes City wide, excluding the 2015 reconstruct area, the estimated cost is $38,025. This type of work is typically funded using the Seal coat/crack seal budgeted Page 14 of 34 projects fund, which if simultaneously requested traffic control line painting work is approved has a remaining balance of $158,232. Because using hot patch to fill potholes is far more effective than using any type of cold patch, and given the City does not have the required equipment to sensibly or efficiently perform hot patch work in house, I recommend the Council approve the request to hire RCM to perform the work. RCM will use Dresser FA2 Trap rock mixed with CRS2 Asphalt emulsion using our Spray Injection Patching method for the repairs. Spray injection patching is a specialized repair process that combines hot asphalt emulsion and crushed aggregate using forced air. The truck mounted spray patch equipment consists of an aggregate hopper, hot asphalt emulsion tank and a high volume blower which is all mounted on a truck chassis. All of the repair process is controlled from the cab of the truck by one operator. The City has made it standard practice to repaint traffic control lines and markings each year as the paint fades due to weathering and general use of City streets. In previous years, street traffic control painting was included in street maintenance cost associated with seal coating; however no seal coating is planned for 2015. Regardless, the work is paid for from the same budgeted projects fund. I've attached a quote from Stripe Right to paint all OPH street markings (Except those within construction areas). Stripe Right's quote to paint City street markings in 2015 is $24,166.04. This work will be paid for out of the budgeted projects sealcoat/crack seal fund, which currently has a balance of $182,398. Stripe Right is experienced working in OPH, have performed well in the past and provided a quote in line with previous year's work.
