Stillwater Area High School is requesting an amendment to their existing CUP .to allow
for the installation of bleacher seating at the athletic fields. The bleachers would be
installed upon concrete bases at the fields. It is anticipated that similar bleachers would
be installed in the future at the two baseball fields and at the tennis courts. Fundraising
for these p rojects has not officially reached completion.

Existing Conditional Use Permit. The original Conditional Use Permit for the High
School was approved December 10, 1991. The applicant is requesting an amendment
to this existing CUP in order to provide bleacher seating to athletic spectators.
Bleachers. The bleachers are proposed to be built on the high school softball fields.
The bleachers will be constructed of aluminum frames, seat planks and foot planks.
The three softball fields will have 2 five -row and 1 ten -row bleachers. The baseball field
and tennis court bleachers will also be aluminum and will not exceed ten rows. All
bleachers constructed and placed upon the fields and courts will meet the requirements
of the Minnesota Bleacher Safety Act.
Concrete Bases. The bleachers will rest upon concrete bases that will provide stability
and allow for efficient maintenance of the grounds around them. The concrete bases
for softball fields 2 and 3 will be 15 feet by 21 feet (315 square feet) and will be set
behind the backstop. The bleachers for this site will have five rows and seat 70 people.
The concrete base for softball field 1 will be 20 feet by 21 feet (420 square feet) and will
be set along the blacktop behind the backstop. This bleacher will have 10 rows, and
seat -140 people.
Timeline. The bleachers for the softball fields will be installed by the Booster Club the
Summer of 2003. Bleachers for all the fields would be installed by 2006, however
funding will determine the schedule for the baseball field and tennis court bleachers.
The City Council, as part of their resolution on this issue, will extend the approval to
December 31, 2006 to allow completion of all the bleachers under this approval.
Lights f Parking 1 Traffic. There are no lights on the fields or tennis courts. Parking
and traffic should not be affected by the installation of the bleachers. The bleachers
would be used by spectators for activities that occur primarily after school or on non
school days.
Shade Tree Planting. Staff would suggest the City Arborist review the proposed
bleacher site plan for the location of shade trees near each of the bleachers.
RECOMMENDATION
Based upon the preceding review, our office recommends approval for the CUP
amendment to allow bleachers at Stillwater Area High School subject to the following
conditions:
1. The bleachers shall be constructed in compliance with the Minnesota Bleacher
Safety Act and the Building Code subject to approval of the Building Official.
2. The bleachers as proposed shall be completed by December 31, 2006.
3. The City Arborist shall comment on the need for shade trees adjacent to each of
the bleacher locations.

Enclosed is application for an amendment to the Conditional Use Permit issued by the City
of Oak Park Heights on December 10, 1991. The school district requests this amendment
to install bleachers on concrete bases at the fields identified on Exhibit 1.
A booster club has offered to purchase and install three sets of bleachers on the high
school softball fields. The funding for these bleachers is in place and they are ready to
proceed. Please see Exhibits 2 and 3. In addition, the District anticipates that similar
bleachers would be installed in the future at the two baseball fields and at the tennis
courts. Fundraising for these projects has begun but is not complete at this point.
Bleachers
Will be constructed of aluminum frames, seat planks and foot planks. The three
softball fields will have 2 five -row and 1 ten -row bleachers. The baseball field and tennis

The booster club plans to install the softball bleachers this summer (2003). Funding
will determine the schedule for the baseball fields and tennis courts. All phases would be
completed by September 2006.
Lights 1 Parking 1 Traffic
There are no lights on the fields or tennis courts..Parking and traffic will not be
affected by the installation of bleachers. Activities on the fields draw small attendance
numbers and happen after school or on non school days.

A RESOLUTION ESTABLISIIING FINDINGS OF FACT AND
RESOLUTION OF THE CITY COUNCIL THAT THE REQUEST BY
STILLWATER AREA HIGH SCHOOL FOR A CONDITIONAL USE
PERMLT AMENDMENT TO ALLOW INSTALLATION OF BLEACHER
SEATING AT THE ATHLETIC FIELDS IS APPROVED WITH
CONDITIONS
WHEREAS, the City of Oak Park Heights has received a request from Stillwater Area
High School for a conditional use permit amendment to allow installation of bleacher seating at
the athletic fields; and after having conducted a public hearing relative thereto, the Planning
Commission of Oak Park Heights recommended that the application be approved with
conditions. The City Council of the City of Oak Park Heights makes the following findings of
fact:

documentation to the Community Development Department consisting of the following items:

recommended that the application be approved subject to conditions.
