HomeMy WebLinkAbout2008-10-09 PC Recommending ResolutionA RECOMMENDING RESOLUTION OF THE PL ANNING COMMISSION CITY OF OAS PARK HEIGHTS WASHING COUNTY, MINNESOTA A RE SOLUTION ESTAI3LISffiNG FINDINGS OF PACT AND RECOMMENDING TO THE CITY COUNCIL THAT THE REQUEST BY STILLWATER CROSSINGS LLC FOR A PUD AMENDMENT, SITS PLAN REVIEW, AND DESIGN GUIDELINES REVIEW TO ALLOW FOR ADRIVE- THROUGH PRESCRIPTION WINDOW TO BE LOCATED AT THE SOUTH SIDE OF THE STILLWATER CROSSINGS RETAIL CENTER AT THE SOUTHWEST CORNER OF HIGHWAY 36 AND OSGOOD AVENUE NORTH SHOULD BE APPROVED WITH CONDITIONS WHEREAS, the City of Oak- Park Heights has received a request from Stillwater Crossin LLC for a. PUD amendment, site plan review, an esign Guidelines review to allow for a drive - through prescription window to be located at the south side of the Stillwater Crossings Retail Center at the southwest corner of Highway 36 and Osgood Avenue North; and after having Conducted a public hearing relative thereto, the Planning Commission of Oak Par Hei�lit ma e th ll i�� findings fact: follows, to Wit: I . The applicant has submitted an application and supporting documentation to the Community Development Department consisting of the following items and SEE ATTACHMENT B 3, The property is zoned B -2, General Business District witb the St. Croi .all PUD as an overlay. A PUD amendment is required for any substantial changes to the site including the addition of the drive-through; and request; and 4 . City staff prepared a planning report dated October 2, 2008 reviewing ti e 5. City staff recommends in the October 2, 2008 planning report that th requests be approved with conditions; and 6. The lanning Commission held a public hearing at their October 9, 2008 meeting, took comments from the applicants and public, closed the public hearing, and made the following recommendation: NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION FOR THE of OAK P ARK HEIGHTS THAT THE PL ANNING COMMISSION RECOMMENDS THE FOLLOWING: A. The application submitted by Stillwater Crossings LC for a PUD an site plan review,, and Des Guidelines review to allow for a drive-through prescription window to be located at the south side of the Stillwater Crossings Retail Center at the Southwest comer of H ighway 36 and Osgood Avenue North and affecting the real property as follows: SEE ATTACHMENT Be and the same as hereby recommended to the City Council of the City of O Park Heights for approval with the following conditions: curb island be placed extending west from the building to allow for at least one stacking space. 2. The use of outdoor lighting for parking lots serving commercial and industrial businesses shall be turned off one hour after closing, except for approved security lighting. 3 . The pharmacy drive-through sign on the no is Permissible but cannot be back lit. 4 . Signs in the Bw2 District may only be illuminated during business hours, or until 11:00 PM, whichever is later. 5 . The applicant shall provide a plan for landscaping and providing an effective barrier system for vehicles that mp the curb at the sopping center entrance off of Osgood Avenue. The plan shall be ubj ct to review and approval of City staff.
